I. Introduction
The City of Bangor (City) invites interested parties to submit a written proposal for this
Request for Qualifications (RFQ). This process intends to procure an individual or firm to
provide project management services at Bangor International Airport (BGR) for an estimated
period of six (6) months. The individual must be a qualified engineer. Work schedule may not
exceed forty (40) hours per week.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s
website. By submitting a response to this solicitation, the Proposer accepts the responsibility
for downloading, reading, and bidding by the terms and conditions set forth in the City’s
“General Information for Vendors.”
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if you
would like to receive a copy of the City of Bangor's policy as a reference.

III. Submission
For consideration, submit the proposal Bid Form (page 7) and all materials requested in
Section X. Statement of Qualifications electronically or in an envelope via submission
methods listed below. The envelope or subject line must be clearly marked as "Proposal No.
P26-18 BGR Project Manager/Engineer."
Submissions must be received by 2:00 PM on Wednesday, December 31, 2025.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME
04401 (items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow
Street, Bangor, ME 04401 (proposal must be received by the deadlines).
All submissions should reference “Proposal No. P26-18: BGR Project Manager/Engineer.”
Proposals will be publicly opened at the time stated above in the Paul Bunyan Room (first
floor by the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible
after the opening date. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 PM,
Friday, December 19, 2025.
The city will provide a response by 4:30 PM on Wednesday, December 24, 2025. This
response will be in the form of an addendum, accessible on the City's website. Notifications
will be sent to those who have signed up to receive notifications at
www.bangormaine.gov/bids through NotifyME. Notifications will be sent when new addenda
are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be
received by the Purchasing Department before the submittal deadline. Any proposal, portion
of a proposal, or requested proposal revision received at the City Purchasing Department
after the time and date specified will be returned to the Proposer unopened or, if by electronic
submission, deleted without being opened.

VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in
writing. All costs associated with the withdrawal (i.e., mailing fees) will be borne by the
Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the
City. The City also reserves the right to request clarification of any details from the successful
Proposer. The evaluation of proposals and determination of the award will be at the discretion
of the City and its judgment shall be final and without right of recourse by any Proposer.
VIII. Information for Proposers
A. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price.
Upon request, a tax exemption certificate for the City of Bangor shall be furnished to
the successful Proposer.
B. Statement of Qualifications: The statement of qualification must include all sections
and be returned with the proposal to be considered responsive.
C. Required Insurance: Proposers are required to maintain the following insurance
policies throughout the life of the project and name the City of Bangor as an additional
insured where applicable and may be required to provide proof:

IX. Project Summary
The Airport is experiencing a time of rapid growth and construction. Two construction projects
are mobilized at the domestic and international terminals with a number of capital upgrade
or expansion projects affecting the same buildings in various stages of planning, design, and
deployment. These include bathroom refitting, heating system updates, and other facility
related projects.

The City requests interested parties to identify an individual or team to support the Airport by
providing a project manager with support resources to augment the Airport staff efforts for a
period of six (6) months. The City reserves the option to extend the agreement for an
additional period not to exceed three (3) months.
Services requested of the selected party include project management for projects under
construction, bid and implementation for projects under planning, and oversight of other small
projects at the Airport. The position will include project management activities including
conducting and attending in person meetings at multiple locations on the Airport, conduct
construction site visits, reading construction plans, updating weekly reports, and tracking
project expenses. The successful candidate should have experience in project management,
construction administration, engineering, or similar. The preferred candidate will have
experience and capacity to quickly and smoothly support existing construction projects
subject to federal grant assurances and experience with federal grant funded projects.
X. Statement of Qualifications
Submittals must be clear and concise, organized as indicated below, and with all identified
requirements listed. Include only the information requested or directly related to the
requested information in each subsection. If you feel additional information is necessary to
support your qualifications, you may include it at the end of the required information labeled
as “Supporting Data”.
In addition to the requirements below, other factors will be considered including competence
in report preparation, on-site engineering supervision and project cost control.
To be considered, please submit the following information:
A. Title Page: 1 page maximum
1. The name of this RFQ (P26-18 - BGR Project Manager”).
2. The primary contact person of the Proposer’s team, including name,
phone number, and email address. This person shall be the primary point
of contact for all matters pertaining to this RFQ.
B. Cover Letter: 1 page maximum
1. Include an introductory cover letter signed by a duly authorized
representative of the Proposer.
C. Firm Information: 4 pages maximum
1. Identify the individual or team and include basic information about
each individual, including name, location, number of years of experience,
and key areas of specialty.
2. Include an overall organizational chart.
D. Qualifications and Experience: 1 page maximum

1. Provide relevant project information demonstrating previous
experience related to performing projects of similar scope. Previous
experience with Airports of similar size and function is highly desired.
2. Project examples to include:
i. Client organization name and location.
ii. Service provided and date(s) of service.
iii. A narrative description of the project goals, overall scope, and
outcome(s).
iv. Additional project samples of work products for similar projects
may be included by reference if desired.
E. Statement of Availability: 1 page maximum
Provide sufficient information to demonstrate the availability of proposed staff for
the duration of the project (e.g., percentage of total billable time available over
the course of the project).
F. References:
Provide three (3) references of previous projects for which you have provided
similar services within the past five (5) years.

XI. Evaluation of Qualifications and Award
The evaluation of qualifications will involve:
A. Selection Committee
1. Will review the qualifications and cost proposal, and shall select, in order of
preference and based on the criteria established below, the Proposer deemed to
be the most qualified to provide the services required. Qualifications will be
considered before cost but cost may be used as a determining factor.
2. Will consist of at least three (3) officials of the Bangor International Airport, City of
Bangor.
3. The Committee’s recommendation will be final, subject only to the ratification by
the Bangor City Council.
B. The awarded Proposer shall not participate directly or indirectly in the discrimination
prohibited by 49 C.F.R. Section 21.5, including employment practices when the
contact covers a program set forth in the regulations
