BEST VALUE RFP 35796 FOR INSULATION SERVICES CONTRACT AT VARIOUS PGW LOCATIONS

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before Wednesday, December 17, 2025, at 2:30 pm Eastern Time, via pgw.procureware.com, for vendors to provide insulation services, as more specifically provided herein.

This document outlines PGW’s objectives, describes the services and materials to be provided, and outlines the obligations of PGW and the selected Proposer(s).

Questions concerning this Best Value RFP (this “RFP”) shall be directed in writing to PGW via pgw.procureware.com. Proposers may not contact PGW personnel regarding this RFP other than through pgw.procureware.com.

These dates are estimates only and PGW reserves the right to alter this schedule as it deems necessary or appropriate.

PGW seeks proposals for insulation services, to be provided on an as-needed basis. The Contractor shall be required to furnish all supervision, equipment, labor, material, project management, and all applicable licenses and permits necessary to provide insulation services at various PGW locations, as set forth more fully in the Specifications and other documents attached to the Contract. See Attachment A. Form of Contract.

Proposers must detail how artificial intelligence technology (“AI”) will be utilized to provide the services and materials that are the subject of this RFP. Include provisions that outline how data will be collected, stored, and processed by AI systems. Detail compliance with relevant data protection regulations and standards.
