Summary

This is a request for interested persons/firms to submit their credentials and qualifications to the Escambia County Human Resources Department for consideration during a consultant qualification process. Qualifications are requested for the purposes of determining a consultant/broker for services listed below. This is not an agent of record solicitation.

Background

Escambia County, Florida is located in Northwest Florida with Pensacola as the principal city. Escambia County has approximately 2,500 employees and 850 retirees eligible for various plans which cover over 3,500 total lives. The Escambia County Employee Health Clinic (Clinic) serves the employees of Escambia County and their dependents as well as the Sheriff’s approximately 700 employees and their dependents as well as 40 retirees amounting to over 1,700 additional lives, and the City of Pensacola’s approximately 783 employees and their dependents as well as 162 retirees amounting to over 1,300 additional lives.
Depending on the type of coverage, Escambia County, Florida benefits programs cover the Board of County Commissioners, the County’s four elected Constitutional Officers (Clerk of Circuit Court, Property Appraiser, Supervisor of Elections, and Tax Collector), and 2 subordinate agencies (Santa Rosa Island Authority and Escambia County Pensacola Housing Authority) as well as retirees

• Health, Dental, Vision, and Life Insurance is provided to all entities
• AD&D, Short- and Long-Term Disability (voluntary), Flexible Spending to include Dependent Care and Voluntary Insurance is provided to all entities
• Health Clinic includes all employees who are eligible for the County, Sheriff, or City of Pensacola health plan that have health coverage and their dependents as well as the retirees that have group health coverage and are not covered under Medicare.
• Benefit Advisory Services will be for all entities

Escambia County is self-funded for health through Florida Blue. Third Party Administrator (TPA) and Mobile Clinical Assistant (MCA) services are not solicited herein.
