2400 Beloit Avenue Neighborhood Development RFQ NEW!

The City of Janesville (City) is soliciting Statements of Qualifications (SOQs) from experienced Master Developers or Development Teams to plan, finance, construct, and deliver a mixed-income residential neighborhood on approximately 55 acres of City-owned land, including 39 acres identified as developable, located at 2400 Beloit Avenue.

The City is working to advance the Housing for All strategic priority by seeking partners to help increase the supply, diversity, and attainability of housing in Janesville. Having identified the property at 2400 Beloit Avenue as suitable for development, this RFQ offers an opportunity for the City to partner with a developer/development team to plan a coordinated and community-informed neighborhood. The City’s current ownership of the site provides the opportunity to ensure the development makes meaningful progress in the community’s housing efforts, while intentionally maintaining cohesion with existing residential neighborhoods and preserving critical community recreation, wetland, and stormwater functions.

Submission Details

Completed SOQs, as outlined in Section 7 of the RFQ, must be submitted by Friday, September 18, 2026, at 4:30 PM CDT. Late submissions will not be considered.

All questions must be submitted in writing by e-mail by Tuesday, August 25, 2026, at 4:30 PM CDT. Responses and any addenda will be posted to the City’s website by Friday, September 4, 2026, at 4:30 PM CDT.
