Bellows Air Force Station (Hawaii) - Landscaping and Beautification

This is a solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The solicitation is issued as a Request for Proposals (RFP).

Bellows Air Force Station (BAFS), located in Waimanalo, Hawaii, is operated by Detachment 2, 18th Force Support Squadron of the 18th Mission Support Group based at Kadena Air Base (AB), Okinawa, Japan.

Project Objectives: To elevate the landscape of Bellows AFS to a premier standard, incorporating thoughtfully designed gardens, strategically placed trees and shrubs, and attractive hardscaping features, resulting in a visually stunning and meticulously maintained environment. This statement of objectives defines the requirements for the Contractor to design, fabricate, and execute landscaping work at Bellows Air Force Station (AFS), HI. This work encompasses earthwork, design, environmental coordination, delivery, and planting of irrigation systems, trees, stone walkways, plants, and shrubs throughout the installation.

Correspondence Instructions

Proposals Due Date: Vendor proposed documents in response to this RFQ shall be provided via email to the POCs identified above NLT 1:00 PM HST, 29 Aug 2025.

Solicitation Questions: Vendor questions in relation to this RFQ shall be provided via email to the POCs identified above NLT 1:00 PM HST, 20 Aug 2025.

Pre-Proposal Site Visit: If a site visit is required to generate an accurate proposal, please email that request to the CS and CO no later than NLT 4:00 PM HST, 18 Aug 2025. All interested vendors will receive an invitation to the site visit at Bellows Air Force Station, at 10:00 AM HST, 25 Aug 2025, even if only one Offeror requests a visit.

Post-Site Visit Questions: Vendor questions regarding the site visit, once completed, shall be provided via email to the POCs identified above NLT 3:00 PM HST, 27 Aug 2025.

B-180 Submission for BAFS Landscaping Site Visit - August 25, 2025

This outlines the key steps for submitting a B-180 form for long-term passes for contractors attending a site visit on Bellows Air Force Station (BAFS) for the Landscaping and Beautification requirement on August 25, 2025, at 10:00 AM HST, using DOD SAFE.

Critical Considerations (Before You Begin):

• Deadline: The B-180 form MUST be submitted on DOD SAFE NLT 1:00 PM HST on 22 August 2025 to allow for processing. START EARLY.


• BAFS Sponsor: You require a BAFS sponsor. This will be MSgt Frederick Gambrel, Phone Number: 808-448-4927.


• Form Version: Use the attached version of the B-180 form.


• Accuracy: Ensure all information is accurate and complete to avoid delays.

Key Steps:

1. Gather Supporting Documentation: Collect copies of required documents (Driver's License/ID, company information, contract/task order, and any other documents requested by your sponsor or the BAFS Security Office).


2. Submit via DOD SAFE (https://safe.apps.mil/):
   
   
   
   • Access DOD SAFE using your CAC or approved authentication.
   
   
   • Initiate a new file transfer and enter the recipient's email address (frederick.gambrel.1@us.af.mil, brianna.davis.6@us.af.mil, matthew.alboentti@us.af.mil).
   
   
   • Attach the completed B-180 form and all supporting documents.
   
   
   • "THIS SUBMISSION IS DUE NLT 1:00 PM HST ON 22 AUGUST 2025."
