Belgrade MT Water Controls Upgrade 2025
General Notice
The City of Belgrade Montana (Owner) is requesting Bids for the construction of the following Project:
Belgrade MT Water Controls Upgrade 2025
Engineer's Project Number: P10052-2025-005
Owner's Project Number: WO 25-10
The OWNER will only be accepting online electronic bids through QuestCDN. Electronic plan download
and electronic bidding can be completed through QuestCDN for a fee of $45.00. To access the electronic
bid form, download the project documents and click the online bidding button at the top of the
advertisement. For electronic bids, scans of required electronic bid documents will be accepted. Bids will
be received by QuestCDN until 3:00 PM on August 27, 2026. At that time, the bids will be opened and
read publicly over a virtual video conference - a link to which will be made available through the following
means: 1) distributed to all registered plan holders no later than 24 hours before the bid opening; 2)
distributed to anyone who has sent a request to receive the link with at least 24 hours' notice to
BelgradeMTWaterControlsUpgrade2025@ae2s.com; and/or, 3) made available through the project listing
on QuestCDN, accessible to anyone regardless of plan holder status. (See "Obtaining the Bidding
Documents" below.)
The Project includes the following Work:
The project consists of upgrades to existing control system hardware at nine (9) sites.
At three (3) sites, the Contractor shall furnish and install new control panels. Existing input/output (I/O)
wiring shall be re routed and terminated at the new control panels. Existing telemetry equipment,
including antennas, cabling, and masts, shall be removed. The Contractor shall seal all conduit entries

upon completion of removals.
At two (2) sites, the Contractor shall perform minor electrical modifications to re route existing level
transmitters to the existing control panels.

At one (1) site, a new pressure transmitter cabinet shall be installed. Installation shall be performed by a
licensed electrical contractor and licensed plumber, with work coordinated closely with the City.
At six (6) sites, the contractor shall perform minor electrical modifications to install new control switches
on the front face of existing control panels.

Bidding Documents may be downloaded from the designated website for a fee of $45.00. Prospective
Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents
are obtained from a plan room or source other than the designated website in either electronic or paper

format. The designated website will be updated periodically with addenda, lists of registered plan
holders, reports, and other information relevant to submitting a Bid for the Project. All official
notifications, addenda, and other Bidding Documents will be offered only through the designated
website to registered planholders. Neither Owner nor Engineer will be responsible for Bidding
Documents, including addenda, if any, obtained from sources other than the designated website.
Bidding Documents may also be examined at the following locations: Builders Exchanges in Billings, MT;
Bozeman, MT; Great Falls, MT; Helena, MT; and Missoula, MT. All Work shall be done according to the
Bidding Documents.
Pre-bid Conference
A non-mandatory, pre-bid conference for the Project will be held on August 13th at 1 PM at The Belgrade
Municipal Services Center located at 621 Lagoon Rd, Belgrade, MT 59714. Attendance at the pre-bid
conference is encouraged but not required.
Bid Security
Bid security shall be furnished in accordance with the Instruction to Bidders.
Contractor Registration:
CONTRACTOR and any of the CONTRACTOR'S subcontractors bidding or doing work on this project will
be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for
registration are available from the DLI, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011.
Information on registration can be obtained by calling (406) 444-7734. CONTRACTOR is not required to
have registered with the DLI prior to bidding on this project, but must have registered prior to execution
of the Construction Agreement.
Montana Prevailing Wage Rates:
All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the
construction work shall be paid wages at rates as may be required by the laws of Gallatin County and the
state of Montana.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
Rights Reserved.
The City of Belgrade reserves the right to reject any and all Bids, to waive irregularities and informalities,
to postpone the award of the contract for a period not to exceed sixty (60) days, and to Award the
Contract to the lowest responsive and responsible Bidder which is in the best interest of the Owner. The
Work must be completed in accordance with the dates outlined in the Agreement.
