The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) to protect the rights of recipients of mental health services from County Behavioral Health Services (BHS) as mandated by the Welfare and Institutions Code (WIC), Title 9, and the Code of Federal Regulations (CFR) 42, Part 438.
