The intent of this Request for Qualifications (RFQ) is for Montgomery County Public Schools (MCPS) to qualify agencies, organizations, companies, or corporations interested in providing before and after school childcare services at school locations for the 2026–2027 school year, starting in August 2026, with the opportunity to extend services for six additional school years. Only those applicants who successfully respond to the RFQ and meet the qualification criteria will receive and be included in the subsequent Request for Proposals (RFP) for before and after school childcare services. The successful applicant(s) will receive a permit from the Community Use of Public Facilities (CUPF) for the school year beginning 2026-2027. The permit will be renewed annually without a scheduled rebid for six (6) additional years except as noted below. Applicants who successfully responded to RFQ 6104.1 Before and After Childcare for Montgomery County Public Schools issued in December 2024 need not respond to this supplemental RFQ as those applicants are already pre-qualified to respond to a subsequent RFP for the 2026-2027 school year. Once qualified, applicant RFP submissions may be accepted on a continuous basis for these services, however evaluations of proposals will be performed in October and April of each school year for services expected to begin the following school year. This multi-step process is being used to identify and pre-qualify those companies with the experience and financial stability to operate a successful program. Vendors are invited to submit their qualifications in accordance with the requirements set forth herein.
