Background

Beaverton City Library (BCL) has served the community since 1938 and today operates two locations—the main library in downtown Beaverton and the Murray Scholls branch—serving one of Oregon’s most diverse cities. Known for inclusive programs, multilingual services, and strong community engagement, BCL is a trusted and valued resource for over 100,000 residents.

As a member of the Washington County Cooperative Library Services (WCCLS), BCL benefits from shared funding and infrastructure. By July 2027, WCCLS will transition to a centralized collections model, shifting responsibility for most materials selection and acquisitions from local libraries to the cooperative. This represents a major operational change for BCL, with implications for how the library maintains its community responsiveness and local identity within a regional system.

Like many public entities, BCL is also facing significant financial uncertainty, as the costs of providing services continue to outpace year-over-year revenue.
