Summary
The purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a Contractor to provide Beach Maintenance services for the County maintained beaches. Proposals shall include staffing levels, equipment lists, management plans, and operational procedures required to perform all specified Beach Maintenance services. These services include but are not limited to: beach ramp grading, garbage and recycling collection, bulk debris removal, rut raking, beach porter services, and fire pit transportation.
Beginning on October 1, 2026, the Contractor must begin full operation of all Beach Maintenance services required in this contract.
Background
The County of Volusia manages over forty (40) miles of Atlantic Ocean Beaches from Ormond by the Sea to Bethune Beach, including Ormond Beach, Daytona Beach, Daytona Beach Shores, Ponce Inlet, and New Smyrna Beach. Public vehicular access is allowed on seventeen (17) miles of County Beaches via beach ramps at variable operating hours due to turtle surveys, tides, weather conditions, and amount of daylight. The County of Volusia also manages over sixty (60) off-beach parking lots in addition to two inlet parks; Lighthouse Point Park and Smyrna Dunes Park.
Timely garbage collection and bulk debris removal is critical along the beaches and at all County maintained public access assets 7 days a week including all holidays. Weather conditions do not negate the services required in this contract and the Contractor is required to follow all environmental regulations while performing these services.
