I. Introduction
The Town of Surfside Beach, SC (“Town”) is seeking proposals from qualified firms (“Contractor”)
to perform Paver block installation, per specifications, in Town-owned beach accesses.
II. Background
The Town of Surfside Beach owns various beach accesses, most of which are bare sand. Golf carts
have a hard time gaining traction in some of them, due to unstable traction.
III. Scope of Work
This solicitation is for a qualified firm to provide and install appropriate base materials, filter cloth,
and turf block-type paving blocks per the town specifications. Proposal should be for a lump sum
with scope of work. Unit prices per square foot will be provided for this project, and additional
work outside of the original scope. The intention is to leave the whole area in a pervious condition
to mimic natural stormwater conditions. The target beach access is 12th Avenue South, and may
be extended with mutual consent of the parties to other beach accesses.
Town staff will excavate the target site footprint 12 inches deep.
Contractor will provide and install:
o Filter fabric
o 8 inches of 57 stone base material
o Grid open-cell paver blocks (Tremron, Turf Block (or similar) 3 1/8 inches in
height. Finished installation shall be edged with plastic paver edging.
o Final four inches, including fill for open cells will be 7-8-9 stone
o Proposal for 12th South should assume a footprint of 1800 square feet.
o Work area will be closed during installation, and shall be left in a clean and
orderly condition before demobilization.
IV. General Information
1. Licenses and Insurance. The Contractor must have professional licenses under state and local
law, as well as a Town business license. The Contractor must maintain general liability insurance to
protect the Contractor and the Town (as additional insured). Evidence of both licensing and insurance
will be required prior to contract award.
2. Term of Contract. The contract work will be completed within 60 days of the Notice of Award
being issued by the town.
V. Contents of Proposal
All proposals must be submitted in the order set forth below to assist in the review process. Some
formalities may be waived if there is duplication.
1. Title Page. Identify the RFP, the Contractor’s information, and certification that the person
submitting the proposal has authority to bid and enter into a contract with the Town if successful.
2. Summary. A short summary describing experience, qualifications, and commitment to the work
described. Ensure that the minimum required qualifications are included in this summary.
3. Qualifications. A detailed description of qualifications including experience, education, licenses,
insurance, and any other relevant information pertaining to Contractor’s ability to perform the
services in a timely manner.

4. Scope of Services. A description of the process and approach to be used in providing the services
described in section III – Scope of Work.
5. Cost Proposal. A lump sum quote of the cost to perform the services, as detailed in scope. The
quote should be inclusive of all defined work, including any equipment rental fees incurred.
6. Additional Materials. Include additional materials as appendices if necessary and relevant to the
proposal.
VI. Selection Process
The Town will evaluate all complete and timely proposals on the following criteria:
Completeness and content of proposal.
Contractor’s demonstrated understanding of the Scope of Work and experience in providing
similar installation services.
Personnel and equipment available to perform the required services.
References and reputation.
The Town reserves the right to reject any and/or all proposals. No guarantee is made that any
contract will be awarded pursuant to this RFP. All costs incurred in the preparation of the proposals
will be borne by Contractor. All proposals become the property of the Town upon submittal.
The contract award will be subject to and contingent upon verification of qualifications, licensing,
insurance, and all other requirements under federal, state, and local law.
VII. Proposal Submittal
An original plus one (1) copy of the proposal must be submitted on or before 2:00 p.m. on Friday,
January 16th, 2026. The proposals must be submitted in person or by mail to the address below, with
the RFP number clearly marked on the envelope. If submitted by mail the proposal must be
delivered prior to the deadline. Late or incomplete submissions will not be considered.

VIII. Schedule
After an evaluation of the received proposals, the selected contractor will be immediately notified. A
field meeting with the prime contractor to develop a work schedule will take place upon selection.
