SUBJECT: Special Notice of Intent, Bioscience Master BPA

1.) The purpose of this memorandum for record is to document the governments special notice of intent that will be posted on SAM.Gov for the Bio-Science Master BPA.

THIS IS NOT A REQUEST FOR QUOTE / PROPOSAL

The Defense Health Agency (DHA), Northeastern Markets Contracting Division (NM-CD), on behalf of Walter Reed National Military Medical Center (WRNMMC), in support of the Immunology Lab Department, intends to award a Blanket Purchase Agreement on a sole source basis to Beckton, Dickinson and Company; 2350 Qume Dr, San Jose, California, 95131-1812, United States

The anticipated award will be made under the statutory authority permitting Other than Full and Open Competition pursuant to FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” This agreement is intended to allow for the procurement of lab reagents for the BD FACSLyric Flow Cytometer

This notice of intent is NOT a request for competitive proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Phone calls will not be accepted. A determination by the Government to not compete this proposed action based upon response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties capable of providing the requested reagents may submit their capabilities and price list by responding to this notice no later than 2:00pm EST, Tuesday, September 2, 2025 by email to Matthew.S.Tsueda.CTR@health.mil and cc: Gregory.M.Crump.Civ@Health.mil. All information submitted should support the offeror’s capability to provide the requested reagents
