Description

The Bureau of Prisons (Bureau) seeks one contractor to provide community-based outpatient substance use disorder, mental health, and sex offender services for male and female offenders residing at the local Residential Re-entry Center (RRC), and/or on home confinement, or on Federal Location Monitoring (FLM) in Evansville, Indiana.



Treatment services are to be provided in-person and may also be delivered by audiovisual, real time, two-way, interactive communication (telehealth), per SOW requirements.



Services requested are: Substance Use Disorder Treatment Planning and Follow up, Substance Use Disorder Intake Screening, Substance Use Disorder Intake Assessment and Report, Co-occurring Intake Assessment & Report, Substance Use Disorder Individual Counseling, Substance Use Disorder Group Counseling, Substance Use Disorder Relationship and Parenting Counseling, Case Management Services, Mental Health Treatment Planning and Follow-up, Mental Health Intake Screening, Mental Health Intake Assessment and Report, Psychiatric Evaluation and Report, Crisis Intervention Evaluation and Report, Mental Health Individual Counseling, Mental Health Relationship and Parenting Counseling, MH - Medication Monitoring and Report, Administration of Medication, Sex Offender Intake and Assessment Report, Sex Offender Treatment Planning and Follow-up, Sex Offender Intake Screening, and Sex Offender Individual Counseling.



The location where services are to be provided must be (9) miles from Evansville, Regional Airport, 7801 Bussing Dr, Evansville, IN 47725,within the State of Indiana and within a ½ mile walk from community based transportation. This requirement will ensure offender accountability is maintained and offenders will not have long commutes to the treatment center, reduce offender transportation costs and ensure that public transportation is available.



All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Indiana.

The services shall be in accordance with the Federal Bureau of Prisons’ Statement of Work, Community Treatment Services, 2022. The Request For Quote will be available on, or after April 10, 2024 and will be distributed solely through the General Services Administration's website; http: //www.SAM.gov.

Hard copies of the Request For Quote will not be available. The SAM.gov site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.

The estimated closing date will be on or about Tuesday, May 1, 2024.

This requirement will be set-aside for Small Businesses. The Bureau anticipates awarding an Indefinite Delivery, Indefinite Quantity type contract with firm-fixed unit prices.
