PURPOSE: The purpose of this Request for Proposal is to establish a contract for a Contractor to replace and install new building air compressors, air dryers, and nitrogen air generators for the Bureau of Criminal Apprehension (BCA) building, located at 1430 Maryland Avenue E., St. Paul, MN 55106, for building and laboratory needs. Project consists of removing existing equipment and installation of new equipment. Physical building modifications may be necessary, such as cement footings, and will require tapping into the existing system. Contractor will also provide training to BCA staff at the time of startup, to understand and monitor errors of the new system. Total cost must include all labor, equipment, materials, tools, taxes, permits, transportation, incidentals, disposal, and training for the project.
MANDATORY PRE-PROPOSAL MEETING: Meeting will be held on Monday, January 13, 2025, at 2:00 p.m. CT., at the BCA Building,1430 Maryland Avenue East, St. Paul, MN 55106. Attendance is mandatory. Pre-registration is not required but responders may contact Staci Bennett at staci.bennett@state.mn.us regarding the meeting. Attendees should park in the visitor parking lot and must check-in with the front desk.
SPECIFICATIONS: Scope of work, duties, and specifications are listed in Exhibit C, in the Sample Contract and Exhibits document.
QUALIFICATIONS AND EXPERIENCE: Contractor should provide a summary of their past work experience with similar scope of work in the past five years (since January 3, 2020). The State reserves the right to verify the information submitted before an award is made. Contractor must have certified electricians, pipefitters, and technicians available for this project. The State reserves the right to request certifications or licenses prior to award and/or during the contract term.
SOLICITATION SECURITY BOND: Responses that exceed $50,000 must be accompanied by a surety bond of a surety company duly authorized to do business in the State of Minnesota, in the amount equal to 5% of the total amount of the response.
INSURANCE REQUIREMENTS: The project's insurance requirements are listed in Exhibit B, in the Sample Contract and Exhibits document attached to this solicitation. It is the Contractor's responsibility to review these requirements prior to submitting a response.
PAYMENT AND PERFORMANCE BOND: Prior to contract execution, a payment and performance bond will be required from the Contractor if the project is estimated $175,000 or greater per Minn. Statute 574.26.
QUESTIONS/CLARIFICATIONS: Any questions or clarifications in regard to the solicitation response will be made in writing to Mandy Flum, Buyer, via email to mandy.flum@state.mn.us by January 16, 2025, no later than 12:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time.
