A. BACKGROUND
Founded in 1966, UMBC is one of twelve institutions within the University System of Maryland. Located just 20
minutes from downtown Baltimore and within commuting distance of Washington DC and Annapolis, the

three campuses on just under 700 acres. Our 477-acre Main Campus houses the University's core academic mission
in a tight knit community that includes residential students representing just under 40-percent of our undergraduate
population.
The main campus consists of over 4 million gross square feet of space divided between over 60 academic, student life,
athletics, residential, and support buildings (excluding leased space and non-university buildings). UMBC students,
faculty, and staff benefit from the University's easy access to transportation options - the BWI Thurgood Marshall
International Airport, Amtrak, regional MARC and light rail trains are located within 10 miles of Main Campus.
Sharing these geographical benefits are the University's satellite research campus - a 30-acre Bio and Life-Sciences
Incubator operated by UMBC's affiliated research corporation - and third campus - a 175-acre future redevelopment
site that continues to operate as the Spring Grove Hospital Center under a structured decommissioning agreement with
the Maryland Department of Health.
UMBC's Main and Spring Grove campuses lie within the Catonsville community, home to 42,000 Baltimore County
residents. Our satellite research campus lies within the Arbutus community, also part of Baltimore County, and home
to 21,000 residents. Both communities are older suburbs characterized by neighborhood commercial nodes, mixed
density, and a diverse housing stock.
Main Campus borders low and medium density residential neighborhoods of both communities. Arbutus's East
Drive/Carville Avenue commercial main street is located within a short drive or a 30-minute walk from the nearest
student residence hall; while Catonsville's historic center and Frederick Road main street is located within a 10-minute
walk of the Spring Grove Campus - Such that amenities and merchants located within UMBC's neighboring
communities, while not inconvenient for students with cars, are not immediate options for the daytime and residential
main campus.
UMBC is nationally recognized for its academic excellence and diversity, playing a critical role in Maryland's
economic and social development. The University addresses the state's educational and workforce needs by cultivating
talent that drives innovation and economic growth. A majority of UMBC's alumni live and work in Maryland,
contributing skilled workforce to industries across the state and enriching local communities.
Past Master Plans have sought, largely successfully, to build on the strengths of the original RTKL plan. These plans
have guided UMBC's campus through significant changes, including the transformation from a predominately
commuter-based campus into a residential one, adding athletic facilities reflecting the enhanced profile of UMBC's
Division I athletics, attracting talented arts and humanities scholars and artists with the addition of state-of-the-art
performance venues, adding research capacity, and undertaking continuing facilities renewal through strategic new
investments into our aging facilities.
These plans guided the Institution's physical campus priorities from "UMBC 1.0 to UMBC 2.0." The University now
seeks a talented team of consultants to help delineate the facilities roadmap in support of "UMBC 3.0.

B. SUMMAR Y STATEMENT
The University of Maryland, Baltimore County (UMBC), a constituent institution of the University System of
Maryland and an agency of the State of Maryland (herein referred to as the "University" or "UMBC"), is seeking
proposals from a consultant propose a high-level work plan and lead the development of the University's new 10-
year Facilities Master Plan (FMP). The FMP is expected to be formally submitted to the USM Board of Regents
Finance Committee by January 2028.
There have been many substantial changes in higher ed since UMBC last completed a 10-year FMP in 2018. In
the interval, UMBC has also welcomed a new senior leadership team. So that a period of unprecedented change
for public research universities has only highlighted UMBC's essential mandate to reimagine its role as a "young"
university, established in its place but only beginning to conceive its future - an opportune time for new vision.
To support the facilities needs associated with this vision, the University seeks an innovative, experienced, and
capable multi-disciplinary team to lead UMBC in envisioning a comprehensive facilities plan that will be uniquely
fitting for the University's vision and long-term objectives - The successful team will engage with our leadership,
FMP committees, work groups, and diverse stakeholders to cultivate a principled, strategic, and flexible plan for
directing resources to campus developments that will best support our institutional mission, role as an anchor
institution, our values, and vision.
The plan will be a roadmap for physical campus enhancements that will be integral to the realization of "UMBC
3.0" as articulated through the University's Strategic Planning process.
The FMP will match an inspirational vision with a physical planning framework that is responsive, focused, and
practical to implement - It will be comprehensive in reach, data driven, and holistic in approach: establishing
best land uses, strategic development of assets, and therein integrating planned development, utilities
infrastructure, resilience, sustainability, site, landscape, open spaces, multi-modal transportation, access,
circulation, and not least shared boundaries and connections with UMBC's neighboring communities and partner
institutions.
The plan is expected to project out a strategic and responsive approach to meeting UMBC's needs over the next
10 to 20 years. This will include proposing a realistic capital improvements plan (CIP), with a flexible
implementation approach, for the 2028 to 2038 planning horizon.
This solicitation shall be conducted in accordance with the University System of Maryland (USM) Board Regents
Procurement Policies and Procedures.
C. PROJECT SCHEDULE
The Offeror shall provide a work plan representing how the FMP will be completed within the timeframe below. This
includes major milestones and key activities as they relate to the academic year schedule. The planning process is
expected to be completed between May 2026 and December 2027 (18 months) divided into three phases with the
anticipated timeframes given below.
The final approved plan deliverable including presentation materials is due in December 2027.
PHASE I - DATA GATHERING and NEEDS ANALYSIS (May - November 2026)

* Ph ase I will develop and affirm the plan's scope, principles, themes, goals, and development schedule. This
phase will culminate with the "Needs Assessment."
* Phase II will develop iterative planning scenarios and concept plans that are responsive to the Phase I findings.
This phase will culminate with the "Draft Plan" and subsequent gathering of broad feedback.
* Phase III will incorporate feedback and present a final plan to the Executive Committee. This phase will
culminate in the "Final Plan" to include all deliverables requisite for the formal USM Board of Regents
submission.
All three phases will include outreach and engagement as described within this RFP in the "SCOPE of
WORK/SPECIFICATION" section.
The Offeror team will also conduct one or more open forums where the plan will be presented after it has been approved
by the Board of Regents.
D. MINIMUM QUALIFICATIONS
1. The successful prime consultant Offeror will assemble and lead a multi-disciplinary team that includes all
necessary technical areas of focus (whether subcontracted or integral to the lead proposer's organization)
implicit in the comprehensive nature of the FMP scope and objectives, with the requisite qualifications,
experience, and capacity to complete the planning and deliverables successfully within the allotted time.
These may include but are not limited to: planning and design professionals, specialized consultants, strategic
real estate advisory and land use specialists, community engagement specialists, technical writers, editors,
graphic designers.
2. The Offeror shall have at least ten (10) years' experience providing the requested services and shall provide at
least five (5) references from organizations of similar size and scope to the UMBC that have been completed
within the last 10 years. These references should demonstrate the Offeror's experience and successful
performance in providing comparable services. Each reference shall include the organization's name, a brief
description of the services provided, the timeframe of the engagement, levels of outreach, and contact
information (including name, title, phone number, and email address) for the individual who can verify the
services rendered. Also, provide several key takeaways and discoveries from each plan.
3. The Offeror shall provide evidence of financial stability (e.g., audited financial statements or Dun & Bradstreet
report) to ensure long-term viability.
4. The Offeror shall agree to comply with all applicable University System of Maryland and State of Maryland
procurement policies, terms, and conditions.
5. UMBC reserves the right to verify all information provided, as well as to consult any other sources available
including any person or persons associated with the references provided or the project cited as a reference.
UMBC also reserves the right to request additional references or contact any known firm associated with the
Offeror, as well as itself even if not provided as a reference by the Offeror. References will be held in the
strictest of confidence.

E. SCOPE O F WORK/SPECIFICATIONS
1. Toward continually enhancing campus stewardship and alignment to UMBC's Strategic Plan, the
Offeror shall demonstrate the ability to:
* Analyze and make insightful use of available data,
* Describe and assess the relevant baselines,
* Organize large, varied, and complex data sets into coherent models,
* Observe and clearly document existing needs and conditions,
* Knowledgeably propose and apply suitable higher ed benchmarks,
* Understand academic program needs in a facilities context,
* Understand the role of different partnering structures and alternative funding models for augmenting state
capital support or USM debt,
* Find avenues through the planning process and outcomes to deepen the Institution's connections to the
neighboring communities and region,
* Make clear and engaging presentations of findings and recommendations,
* Tailor presentations to diverse internal and external stakeholder groups,
* Facilitate and moderate discussions addressing varied viewpoints,
* Differentiate and integrate findings into expert decision support,
* Create compelling plans, diagrams, and renderings,
* Unify and distill diverse reports and visuals into a single balanced and persuasive plan.
2. The Offeror shall ensure that the 2028-2038 FMP:
* Investigate challenges and opportunities that have emerged since the 2018 Master Plan.
* Integrate UMBC 3.0 themes and findings into the physical planning strategy.
* Invigorate campus places in ways that help to achieve UMBC's transformative vision.
* Instill resilience in campus infrastructure and framework for growth.
3. UMBC's Campuses:
3.1 UMBC (the University) includes three distinct campuses that the Offeror shall be addressed in the FMP
for the purpose of presenting a unified Institutional Vision and promoting an orderly planning process.
The inclusion of each involves a different scope of effort for each, as discussed below.
* Included among these are campus space that is managed, operated, and maintained by the
University's affiliated UMBC Research Park Corporation Inc. (commonly called
bwtech@UMBC) - These include bwtech North and bwtech South, collectively referred to as the
Research & Technology Park.
