The purpose of this RFP is to enter into a contract to provide the following: The State of Utah, through the Department of Health and Human Services (DHHS), is seeking a specialized Health Facilities Data Vendor to provide a comprehensive statewide management and reporting solution. This procurement includes a platform to collect, validate, and audit encounter-level records for inpatient discharges, emergency department visits, and ambulatory surgeries for the Utah Healthcare Facility Database. The need is driven by the legal mandates of Utah Code Title 26B-8 Part 5 and Administrative Rule R428-10, which require a centralized reporting system to address issues with fragmented data silos and inaccuracies that lead to administrative waste.
The DHHS mission is to ensure all Utahns have fair opportunities to live safe and healthy lives, a goal supported by the Health Care Statistics Program’s work to collect and release objective health information. This procurement will be used by the agency to produce public reports, helping consumers make informed decisions. Furthermore, the data will allow the agency to identify health disparities, evaluate community outcomes, and provide policymakers with the necessary insights to understand healthcare cost drivers and improve system efficiency across the state.
The methodology or formula that will be used to determine the number of contract awards is: It is anticipated that this RFP will result in a single contract award to the responsive and responsible offeror with the highest score justified by the procurement code.
Length of Contract: five years.
Vendor must guarantee its pricing for one year.
