The following is issued to modify, and/or clarify the bid and contract documents. These items shall have the same force and
effect as the original bid and contract documents, and bids to be submitted on the specified bid date, shall conform with the
additions, deletions and revisions listed as herein.
ITEM #1 QUESTIONS/ANSWERS:
Q1: Does the County have a soils report for this project?
A1: Yes, please see the attached Report of Geotechnical Services.
Q2: The current Army Corps of Engineers Permit verification is valid until March 14, 2026, do you have an
updated one?
A2: Yes, please see the attached updated Army Corps of Engineers permit.
Q3: The current plans depict three (3) trees to remain onsite. Can the awarded Contractor remove these
trees and then replace them with new trees which are equivalent to the current species and size?
A3: Yes, the County will allow for the removal and replacement of the trees. The replacement trees
will need to be approved prior by the County's project manager and engineer.
Q4: The site currently has underground irrigation. Is the Contractor responsible to replace the irrigation?
A4: The existing irrigation can be removed and this bid does not include replacing it.
Q5: Can the Contractor cast their own reef panels?
A5: Yes, the County will allow the Contractor to cast their own reef panels as long as they are
equivalent to the ones in the specifications. Any substitutions must be approved by the County and
the engineer.
Q6: What is the gate code to access the site?
A6: The gate code is 8462.
Q7: Will the Contractor be allowed to precast the concrete seawall panels on site or must they be cast offsite
and transported to the property?
A7: The Contractor shall cast offsite due to site limitations.
This addendum is binding and is to be considered as if contained within the original bid documents of Bid No. 20260478.
Bidders are required to acknowledge receipt of this addendum on their bid forms.

Tierra, Inc. (Tierra) has performed a geotechnical study to support the reconstruction of the
damaged seawall located adjacent to Bayshore Road in Charlotte County, Florida. The project
consists of the preparation of construction plans to support the proposed reconstruction of the
existing seawall that was damaged by recent storm events. Based on information provided by
Weiler Engineering, an Apex Company (Weiler), driven sheet piles are proposed for the project.
This letter report presents the findings of our field exploration and recommended soil parameters
for use in the design of the proposed seawall reconstruction by the Structural Engineer.
USDA Soil Survey
Based on a review of the Charlotte County Soil Survey published by the USDA, it appears that
there are two (2) primary soil-mapping units noted in the area of proposed improvements. The
following paragraphs and table provide a brief description of the soil units as presented in the Soil
Survey.
Immokalee sand-Urban land complex, 0 to 2 percent slopes (Map Unit 36): The Immokalee
component makes up 43 percent of the map unit. Slopes are 0 to 2 percent. This component is
on flatwoods on marine terraces on coastal plains. The parent material consists of sandy marine
deposits. Depth to a root restrictive layer is greater than 60 inches. The natural drainage class is
poorly drained. Water movement in the most restrictive layer is moderately high. Available water
to a depth of 60 inches (or restricted depth) is very low. Shrink-swell potential is low. This soil is
not flooded, nor ponded. A seasonal zone of water saturation is at 12 inches during June, July,
August, September, October, and November. Organic matter content in the surface horizon is
about 2 percent.
Smyrna fine sand-Urban land complex, 0 to 2 percent slopes (Map Unit 67): The Smyrna
component makes up 45 percent of the map unit. Slopes are 0 to 2 percent. This component is
on flatwoods on marine terraces on coastal plains. The parent material consists of sandy marine
deposits. Depth to a root restrictive layer is greater than 60 inches. The natural drainage class is
poorly drained. Water movement in the most restrictive layer is moderately high. Available water
to a depth of 60 inches (or restricted depth) is low. Shrink-swell potential is low. This soil is not
flooded, nor ponded. A seasonal zone of water saturation is at 12 inches during June, July,

The Urban Land component consists of miscellaneous areas that are covered by concrete,
asphalt, buildings, or other impervious surfaces that obscure or alter the soils so that identification
is not feasible. In areas mapped as Urban Land, 85 percent or more of the surface is covered by
streets, parking lots, buildings or other structures. Most areas of Urban Land are artificially drained
by sewer systems, gutters, tile drains and surface ditches which may lower historic water tables.
Specific soil information for the Urban Land mapping unit is not available in the Web Soil Survey.

actual soil and groundwater conditions, particularly if development in the project vicinity has
modified soil conditions or surface/subsurface drainage.
USGS Quadrangle Map
Based on a review of the USGS Quadrangle Map titled "Punta Gorda, Florida" it appears that the
natural elevations in the vicinity of the proposed improvements ranges from approximately +0 to
+10 feet National Geodetic Vertical Datum of 1929 (NGVD 29).
Potentiometric Surface Elevation
Based on a review of the "Upper Floridan Aquifer Potentiometric Surface" map published by the
USGS, the potentiometric surface elevation of the Upper Floridan Aquifer in the vicinity of the
proposed improvements ranges up to +40 feet, NGVD 29. The natural ground elevation at the
project site ranges up to +10 feet, NGVD 29. Artesian flow conditions were not encountered during
the field exploration.
Soil Borings
To evaluate the subsurface conditions along the damaged seawall, Tierra performed four (4)
Standard Penetration Test (SPT) borings to a depth of approximately 30 feet below existing
grades.
The SPT boring was located in the field by a representative of Tierra using a hand-held, non-
survey grade Garmin eTrex(R) Global Positioning System (GPS) device with a manufacturer's

reported accuracy of 10 feet. The approximate boring location is shown on the Boring Location
Plan in the Attachments. If an accurate determination of the boring locations and the respective
ground elevations is desired, Tierra recommends the project surveyor verify the boring location.
The SPT borings were performed with the use of a drill rig using bentonite mud drilling procedures
utilizing an automatic hammer system. The soil sampling was performed in general accordance
with American Society for Testing and Materials (ASTM) Test Designation D 1586. The initial 6
feet of the borings were advanced by manual auger to verify utility clearances. SPT resistance N
values were then taken continuously to a depth of approximately 10 feet and at intervals of 5 feet
thereafter.
Soil Boring Results
The soil type encountered during the soil exploration has been assigned a stratum number. The
stratum number and soil type associated with the project is listed in the following table.

The subsurface soil stratification is of a generalized nature to highlight the major subsurface
stratification features and material characteristics. The Soil Profiles included in the Attachments
should be reviewed for specific information at the boring location. The profile includes soil
descriptions, stratifications and penetration resistances. The stratifications shown on the boring
profile represent the conditions only at the actual boring location. Variations may occur and should
be expected between different locations. The stratifications represent the approximate boundary
between subsurface materials and the actual transition may be gradual.
Groundwater Information
At the time of our exploration, the groundwater table was encountered at depths ranging from 3
to 4 feet below the existing grade. The groundwater is shown adjacent to the boring profile on the
attached Soil Profiles.
Groundwater conditions will vary with environmental variations and seasonal conditions, such as
the frequency and magnitude of rainfall patterns, as well as man-made influences (i.e. existing
swales, drainage drainages, underdrains and areas of covered soils, such as paved parking lots).
It should be noted that groundwater levels tend to fluctuate during periods of prolonged drought
and extended rainfall and may be affected by man-made influences. In addition, a seasonal effect
will also occur in which higher groundwater levels are normally recorded in rainy seasons.
General Recommendations
As of the time of this report (based on our understanding), the preferred seawall replacement
consists of sheet piles. Based on the results of the test boring performed, recommended soil
parameters for use by the Structural Engineer in design of the seawalls are provided on the
attached Recommended Soil Parameters for Sheet Pile Walls. These parameters include soil
unit weight, angle of friction and wall friction angle.

Once design analyses have been completed and sheet pile tip elevations determined, Tierra
should be provided with the results to verify the sheet pile tip elevations from the geotechnical
perspective.
All earthwork and construction should be in accordance with the Charlotte County requirements
or alternatively the FDOT Standard Specifications for Road and Bridge Construction (SSRBC)
requirements (if applicable).
Residential and Park structures are within proximity to the proposed seawall replacement.
Consideration should be given to the vibrations associated with sheet pile wall installation and
removal, and the potential for ground movement associated with the induced vibrations. Tierra
recommends that a pre and post condition survey of adjacent structures be completed. A vibration
monitoring plan should be implemented if vibratory compaction or pile installation hammers are
used onsite.
Environmental Classification
The seawall is a marine structure adjacent to a tidally influenced estuary. Based on the project
site's proximity to the marine environment, the recommended environmental classification for the
seawall is Extremely Aggressive. The structural engineer should consider the proximity of the
marine water body with respect to design for corrosion properties. An appropriate sacrificial wall
thickness should be included in the steel pile wall selection, if selected.

You requested reverification of an activity that we previously verified on September
25, 2025, under the 2021 Nationwide Permits. The file number is SAJ-2025-02590.
The activity would result in replacing 161 linear feet of concrete seawall in the same
footprint. The project is located along the Peace River at 23021 Bayshore Road, in
Section 36, Township 40 South, Range 22 East, Port Charlotte, Charlotte County,
Florida (Latitude: 26.95630o; Longitude: -82.07050o). Your request stated that there are
no changes to that activity.
Your activity is authorized by Nationwide Permit (NWP) number 13. This
reverification is based on the activity being performed in accordance with the drawings
attached to our previous letter; the terms and conditions of the 2026 NWPs found in the
January 8, 2026, Federal Register (91 FR 768); the Jacksonville District regional
conditions dated February 13, 2026; and the general conditions and special conditions
and attachments in our previous letter.
This verification is valid until March 15, 2031. Furthermore, if you commence or are
under contract to commence this activity before the date that the relevant NWP expires
or is modified or revoked, you will have 12 months from the date of expiration,
modification or revocation of the NWP to complete the activity under the present terms
and conditions of this NWP.

The U.S. Army Corps of Engineers (Corps) has completed the review of your
application for a Department of the Army permit received on September 16, 2025. Your
application was assigned file number SAJ-2025-02590(NW-SJR). A review of the
information and drawings provided indicates that the proposed work would result in
replace 161 linear feet of concrete seawall in the same footprint. The activities subject
to this permit are authorized pursuant to authorities under Section 10 of the Rivers and
Harbors Act of 1899 (33 U.S.C. 403), and Section 404 of the Clean Water Act (33
U.S.C. 1344). The project is located in the Peace River at 23021 Bayshore Road, in
Section 36, Township 40 South, Range 22 East, Port Charlotte, Charlotte County,
Florida (Latitude: 26.95630o; Longitude: -82.07050o).
Your project, as depicted on the enclosed drawings, is authorized by Nationwide
Permit (NWP) 13 (Bank Stabilization). This verification is valid until March 14, 2026.
Furthermore, if you commence or are under contract to commence this activity before
the date that the relevant NWP is modified or revoked, you will have 12 months from the
date of the modification or revocation of the NWP to complete the activity under the
present terms and conditions of this NWP. In order for this NWP authorization to be
valid, you must ensure that the work is performed in accordance with the NWP General
Conditions and the Jacksonville District Regional Conditions, and the General and
Project-Specific Special Conditions listed below. Alternatively, you can access the U.S.
