Sealed bids for OMB/DFM Contract OMB/DFM - MJ3804000111 - Baylor Women's Correctional
Institution - Infirmary Expansion will be received by the State of Delaware, Office of Management and
Budget, Division of Facilities Management, by way of the Bonfire Portal at https://DFM.bonfirehub.com
until 1:00pm_local time on _August 20th, 2026. Bidder bears the risk of late submission.
Bids will be opened and read aloud at 2:00pm local time on August 20th, 2026 at the Haslet Armory, 122
Martin Luther King Blvd. S., Dover, DE 19901.
The Project has an existing space of approximately 4,300 sf and the new addition will be approximately 11,000
sf., for approximately 15,300 +/- gross square feet. There will be some sitework to accommodate the new
facility. The project will be done in a minimum of two phases. The new construction will be first phase, and
the renovation will be the second phase. The first phase addition will provide additional space for
Administration, Inpatient, and Outpatient functions. During the first phase there will be some minor renovation
in the existing warehouse section of the facility.
A MANDATORY Pre-Bid Meeting will be held on July 27, 2026 at 10:00 local time at the Office of
Management & Budget, Haslet Armory, 122 Martin Luther King Jr. Blvd. S., Dover DE 19901, for
the purpose of establishing the list of subcontractors and to answer questions. Upon arrival, attendees are
to check in at front desk for directions to pre-bid meeting room. Representatives of each party to any Joint
Venture must attend this meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR
BIDDING ON THIS CONTRACT.
Contract documents may be obtained by mailing a check to the office of Tetra Tech, Inc., 450 Carson Drive Way,
Suite 461 Bear, DE 19701. If interested in purchasing an electronic set (CD), please email tt-

address and contact information within the email. Documents will be sent upon receipt of the nonrefundable
$100 check. Documents will be available after the Pre-Bid Meeting. Checks are to be made payable to "Tetra
Tech". If picking up documents in-person, please contact Leila Hamroun at 1-302-509-9086 or email
leila.hamroun@tetratech.com to make arrangements to pick them up.
Bidders will not be subject to discrimination on the basis of race, creed, color, sex, sexual orientation,
gender identity or national origin in consideration of this award, and Minority Business Enterprises,
Disadvantaged Business Enterprises, Women-Owned Business Enterprises and Veteran-Owned Business
Enterprises will be afforded full opportunity to submit bids on this contract. Each bid must be accompanied
by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful
bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price
upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any
informalities therein. The Owner may extend the time and place for the opening of the bids from that
described in the advertisement, with not less than two calendar days' notice by certified delivery, facsimile
machine or other electronic means to those bidders' receiving plans.
