THIS IS A PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors that the Resident Officer in Charge of Construction at Camp Lejeune intends to solicit bids and award a firm-fixed price contract to demolish 114 Base Housing structures, utilities, and pavement surfaces aboard Camp Lejeune, North Carolina.
A sources sought notice was posted on 4 February 2025 under solicitation N40085‐25-B-2502 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a Small Business 8(a)set‐aside. NAVFAC Mid‐Atlantic's Office of Small Business Programs concurs with the determination to solicit as a Small Business 8(a) set‐aside.
The work includes the demolition of buildings/structures, associated sidewalks, pavement driveways, utilities, detached garages, and associated structures and equipment that make up the said property. All utility lines shall be removed back to the nearest main junction location. All disturbed grounds shall be backfilled, compressed and returned to match adjacent nature. This includes filling as required for foundation voids left behind. Gravel is to replace areas that have asphalt surrounding structures that were removed and could become potential parking areas of equipment or POV's. Please ensure all ACM reports are pulled from EMD. A complete set of specifications and drawings will be included in the solicitation.
The procurement method to be utilized is FAR Part 14 Sealed Bidding.
The proposed contract listed here is solicited as a Small Business 8(a)set-aside and is therefore subject to Federal Acquisition Regulation clause 52.219-2. The NAICS Code for this procurement is 238910 and the annual size standard is $19,000,000.00.
This is a new procurement. It does not replace an existing contract. No prior contract information exists.
Offerors can view and/or download the solicitation, and any attachments, at https://sam.gov when it becomes available, free of charge. Plans, specifications, and drawings will be available for electronic download on or after 21 March 2025.
Offerors shall submit with their offer a bid bond of 20% of the amount of their proposal.
