Description:

1. Introduction & Background

The Barrington Police Department seeks proposals from qualified vendors for the upgrade and modernization of its video surveillance system. The Department requires a solution that improves reliability, increases retention capacity, and ensures compliance with government security standards.

2. Scope of Work

Vendors shall furnish and install all necessary equipment, software, cabling, and labor to provide a fully operational IP-based video surveillance system.

Mandatory Requirements (Non-Negotiables):

  • Video retention: Minimum 90 days at 15fps, motion-based recording.
  • Proposal breakdown: Pricing must be separated into:
    1. Hardware/ Equipment
    2. Licensing / Software/ Cloud Service
    3. Labor/ Installation
    4. Cabling / Wiring/ Infrastructure
  • Warranty: Minimum 5 years manufacturer warranty OR service plan.
  • Compliance: All solutions must meet applicable government security standards (FIPS/TM compliance preferred).
  • Professional Services: Training for designated Police Department staff.
  1. Technical Specifications

Camera Baseline (Quantities Required):

  • 20 x Standard Indoor Dome (SMP or higher) 4 x Prison Cell Cameras (SMP or higher)
  • 2 x Outdoor Dome Cameras: (SMP or higher) 4 x Outdoor PTZ Cameras: (SMP or higher)

Other System Requirements:

  • Must support integration with dispatch center monitors and command staff offices.
  • Must be managed through either a central NVR, cloud VMS, or hybrid architecture. Vendors are responsible for sizing storage appropriately to meet 90-day retention.
  • Cameras must be capable of at least 5MP resolution.
  • All devices must support PoE.

4. Vendor Responsibilities

  • Supply, install, program, and test all proposed equipment.
  • Provide all necessary cabling, connectors, and mounting hardware.
  • Coordinate with Police IT staff for network and power requirements.
  • Provide end-user training for designated staff.

5. Customer Responsibilities

  • Provide rack space, monitors, keyboards/mice, and 120V power to proposed headend/cloud gateways (if required}.
  • Ensure adequate network bandwidth if cloud solution is proposed.
  • Provide POE switching.

6. Deliverables

  • Fully operational video surveillance system meeting the above requirements.
  • Documentation (network diagrams, camera placement maps, admin credentials}.
  • Training sessions prior to project completion.

  1. Detailed Bill of Materials
  2. Line-item pricing clearly broken down (Hardware, Licensing/Service, Labor, Cabling}
  3. lmplementation timeline
  4. Warranty and Support details
  5. Compliance statement (how system meets 90-day retention & government standards}

8. Evaluation Criteria

  • Compliance with specifications and non-negotiables
  • Total cost of ownership (5 years}
  • Clarity and transparency of pricing breakdown
  • Warranty and support offering
  • Vendor experience with government/municipal video systems
