The Department of Veterans Affairs, VA Columbia Healthcare System located at 6439 Garners Ferry Road, Columbia, SC 29209 on behalf of the Charleston, SC VA Medical Center, located at 109 Bee Street, Charleston, SC 29401 intends to make a direct award to Alliant Enterprises, LLC. DBA: Alliant Healthcare Products located at Grand Rapids, Michigan, 49505 acting as the authorized distributor of Olympus equipment for the purchase of the nCare Image Management System, which is manufactured by Olympus America. Olympus America is located at 3500 Corporate Parkway, Center Valley, PA 18034. The equipment requested is for Speech Pathology. The equipment is to improve access to swallow studies for inpatients who are too medically fragile or have body habitus that makes them inappropriate for Modified Barium Swallow Study (MBSS). Current equipment has reached end of useful life and there is an urgent need to replace this equipment to ensure the safety and ensure uninterrupted services to the Veteran. A Justification for Other than Full and Open Competition (JOFOC) has been prepared in the contract file. A unique feature of the nCare system is that the medical recorder can be used in a self-contained fashion or connected to hospital networks and enterprise systems. The nCare system is the only known MBSS system this capability. The NAICS code utilized for this procurement is 339112 with a Small Business Size Standard of 1000 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition after identification of a MBSS system/equipment with the same functionality of the nCare Image Management System be made. Such responses MUST be received no later than July 25, at 5 PM EST. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 7, will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for the award.
