Bancroft Elementary School Annex Modernization

The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement” ) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for the Project, which will be an approximate 27 ,000 square-foot school facility.

The Design-Builder shall design and construct a combination of renovation of the existing and new construction to increase the existing footprint to accommodate the square footage required in the educational specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS”) Ed Specs as set forth in Attachment A3.

The Bancroft Annex building is a historically listed property which is also known as Embassy Building No 10 and served as the former Department of Parks and Recreation (“DPR”) headquarters. The history of the building can be found in Attachment B4. A recent design project was underway to house Junior Achievement in this space, however, the project was not completed. The project stopped in early Design Development but received concept approval from the Historical Preservation Review Board (“HPRB”). The drawings and documents for this prior project is included as Attachment B2.
