    2026 Ballwin Days Festival Fireworks Displays
    The City of Ballwin, MO is seeking proposals from qualified firms for the provision, set-up, and discharge of
    one fireworks display during the city’s annual 2026 Ballwin Days Festival.
    Show Date: The show shall take place on Saturday, August 15, 2026. The fireworks display is scheduled to
    take place at approximately 9:15 p.m., weather permitting. The exact firing time shall be determined by the City
    Staff in coordination with the Lead Pyrotechnician. Rain date: If it rains on the day of the display it will be
    re-scheduled within 60 days of the August 15 event date at the discretion of the Parks Director.
    Location: Shows shall take place in Vlasis Park located at 200 Park Drive, Ballwin, Missouri.
    Contractor shall provide:
    ●​ Provision and delivery of all fireworks, mortar tubes and mortar racks to discharge all shells in the
    fireworks display. Contractor shall provide sandbags for mortar tubes as needed.
    ●​ Set-up and firing by a qualified person. Pick up and return of all equipment immediately after the show.
    ●​ Contractor shall provide adequate security personnel reasonably required to preclude unauthorized
    persons from entering the immediate area designated by contractor as the area for discharge of the
    display before, during and, after the event.
    ●​ Contractor is solely responsible for compliance with the applicable codes and standards, and shall
    comply with NFPA 1123, 2006 Edition Code for the Outdoor Display of Fireworks NFPA 1126, 2006
    Edition, Standard for use of Pyrotechnics before a Proximate Audience. Additional safety requirements
    may apply which are not addressed in the NFPA 1126, if deemed necessary for fire and injury
    prevention.
    ●​ Contractor will secure the necessary State, local and Fire Protection District permits for the display.
    ●​ All leftover fireworks and debris must be disposed of immediately in a safe manner after the display.
    City of Ballwin shall provide:
    ●​ City shall furnish sufficient space for safely displaying the fireworks program.
    ●​ Furnish security to keep display area free of persons and vehicles accept those employed on firing field.
    ●​ Additional expense accrued due to postponement, not to exceed a sum
    of $200.00.
    Specifications:
    1.​ Project Overview
    a.​ Total Budget: $10,000.00 (All-inclusive of product, labor, equipment, and insurance).
    b.​ Show Duration: 10 minutes of continuous firing.
    c.​ Theme: Patriotic (Red, White, and Blue color palette with Gold/Silver accents).
    d.​ Intensity Goal: 3,500 total shots (averaging 350 shots per minute).
    e.​ Safety Perimeter: Maximum 200-foot spectator/structure separation.
    2.​ Technical Pyrotechnic Requirements
    a.​ Product Classification: The display must utilize a combination of 1.4G Professional (Articles
    Pyrotechnic) multi-shot cakes and 1.75-inch aerial shells. Caliber Restriction: No shells larger
    than 1.75 inches are permitted to ensure strict compliance with the 200-foot fallout zone.
    b.​ Effect Variety: The contractor must demonstrate the use of at least 40 distinct pyrotechnic
    effects. This must include, but is not limited to:
    i.​ Brocade Crowns, Chrysanthemums, Peonies, and Dahlias.
    ii.​ Specialty effects such as Crossettes, Falling Leaves, Dragon Eggs, and Tourbillons.
    iii.​ Rapid-fire "Zipper" and "Fan" cakes for lateral sky coverage.
    c.​ Color Palette: Minimum 70% of the display must feature Red, White, and Blue effects. Blue
    effects must be of high-saturated "professional grade" to ensure visibility.
    3.​ Pacing and Choreography
    a.​ Firing Method: The show must be fired using a digital electronic firing system to ensure
    precision and safety.
    4.​ Show Rhythm:
    a.​ Opening (1 min): High-impact barrage of titanium salutes and red/white/blue comets.
    b.​ Main Body (8 min): Ebbing and flowing intensity with themed "scenes" featuring layered effects
    at various altitudes (ground-level mines to 175-foot shell breaks).
    c.​ Grand Finale (1 min): Intense, rapid-fire sequence utilizing at least 500 shots in the final 60
    seconds to create a maximum "wow" factor.
    d.​ Gap Tolerance: Zero "black sky" (dead time) is permitted once the show commences.
    Proposal: Items to be included
    1.​ Bidders shall provide a detailed description of the quantity, size and type of shells to be shot for
    each show; pictures of shells preferred.
    2.​ Bidders must submit a digital 3D simulation video of the proposed 10-minute display. This
    simulation shall utilize accurate physics and visual data for the specific pyrotechnic
    products listed in the manifest. The video must demonstrate the proposed show's opening,
    main body, and finale, reflecting the exact timing and layering of the firing script.
    3.​ Prices for individual shells should be given so that if the City would like to add to the show they
    might be able to do so at a later time.
    4.​ Three references from clients from 2024 and 2025 with similar size shows with similar features
    from the St. Louis area. Information should include contacts name, organization, phone number
    and, e-mail address if possible.
    5.​ A written safety plan for delivery, set-up and execution of fireworks display.
    6.​ Specify delivery date and time of display.
    7.​ Submit qualifications and copies of certifications, and/or applicable licenses.
    8.​ Certificate of insurance from an insurance company licensed to do business in the state of
    Missouri with the following limits:

    Alternate Proposals and Exceptions
    1.​ The City recognizes the expertise of professional pyrotechnicians and encourages creativity in show
    design. Bidders are encouraged to submit an Alternate Proposal if they believe a different configuration
    of duration, shot count, or product mix provides a superior visual experience for the $10,000 budget.
    2.​ Any deviation from the technical specifications must be clearly documented in a section titled
    'Exceptions to the RFP.' The City reserves the right to accept or reject any alternate bid or exception at
    its sole discretion, based on the best interest of the public and safety requirements.
