    1.1 GENERAL
    A. Winnebago County is requesting bids for the construction of a building addition and new mental
    health suite at the Winnebago County Juvenile Detention Center as described in the Architect's
    Construction Drawings and Specifications.
    B. Mandatory Walk-through: Wednesday May 27th 10:00 am at the Winnebago County Juvenile
    Detention Facility, 5350 Northrock Drive, Rockford, Illinois 61103. Participants are required to
    complete and bring with them to the walk-through the "Attorney / Volunteer and Contractor
    Training / Acknowledgement Tier 1 Training" form to obtain permission to enter the Winnebago
    County Juvenile Detention Facility during the walk-through. Non-compliant participants will NOT
    be able to enter the facility. Representatives of the County and Architect will be in attendance.

    INSTRUCTIONS TO BIDDERS
    PART 1 - GENERAL
    1.1 INTRODUCTION/BACKGROUND
    A. The County of Winnebago is looking for a company to provide bids for the construction of a building
    addition for a new mental health suite at the Winnebago County Juvenile Detention Center located at
    5350 Northrock Drive, Rockford, IL 61103.
    1.2 PROJECT MANUAL AND DRAWINGS
    A. Project Manual and Drawings have been prepared by;
    Venture Architects

    1.3 BIDDING AND CONTRACT DOCUMENTS
    A. Bidding Documents include the Bidding Requirements and the proposed Contract Documents. The
    Bidding Requirements consist of the Invitation to Bid, Instructions to Bidders, the Bid Form, and other
    bidding and contract forms.
    B. The proposed Contract Documents consist of the form of Agreement between the Owner and Contractor,
    Conditions of the Contract (General and Supplementary Conditions), Drawings, Specifications and all
    Addenda issued prior to execution of the Contract.
    C. Definitions set forth in the General Conditions of the Contract for Construction, AIA Document A201, or
    in other Contract Documents are applicable to the Bidding Documents.
    1.4 EXAMINATION OF SITE
    A. All bidders submitting proposals for this work shall first examine site and all conditions that may affect
    bidding. All proposals shall take into consideration all such conditions as may affect work under this
    Contract.
    B. Mandatory Walk-through Wednesday May 27th 10:00 am at the Winnebago County Juvenile Detention
    Facility, 5350 Northrock Drive, Rockford, Illinois 61103.
    1. Refer to Document 00 11 13 "Advertisement for Bid" for important additional information.
    C. Representatives of the Architect and Owner will be in attendance.
    1.5 QUALIFICATIONS OF BIDDERS
    A. Before award of any contract is approved, Owner shall be satisfied that bidder:
    1. Maintains a permanent place of business.
    2. Ability to obtain required Insurance and Bonding for the project.
    3. Successful record of completing projects on time and on budget
    4. Has adequate equipment to do work properly and expeditiously.
    5. Has a suitable financial status to meet obligations incidental to work.
    6. Has appropriate technical experience.

    1.6 LICENSING REQUIREMENTS
    A. Electrical Contractors: Must be registered with the City of Rockford. If the applicant currently holds an
    electrical license in any municipality in IL and can show proof along with the City of Rockford registration
    form, we will waive the $25 electrical registration fee.
    B. Mechanical Contractors: Must hold a mechanical license with the City of Rockford. The process includes
    an application submittal that is reviewed by the Mechanical Board, if approved you will be required to
    test for a fee of $218 per license. If the exam is passed, we will require a $50 per license fee and bond.
    If you hold a Mechanical License and your business is in the same municipality, please show proof of
    both when submitting your application. Exams taken with other municipalities are not accepted.
    C. Plumbing Contractors: Must hold an 055 and an 058 license with the State of Illinois. The contractor will
    have to show proof of both licenses.
    D. Roofing Contractors: Must carry a license with the State of Illinois and show proof of such.
    E. General Contractors are not required to hold a license with the City of Rockford.
    1.7 DISCREPANCIES
    A. Should bidder find discrepancies or ambiguities in Drawings or Specifications or should there be doubt
    as to their meaning, bidder shall notify Architect at once who will send a written addendum to all bidders.
    Architect will not be responsible for any oral instructions.
    B. If any errors or omissions appear in Drawings, Specifications, or other documents, bidding Contractor
    shall notify Architect prior to submitting bid. Should conflict occur in or between Drawings and
    Specifications, bidding Contractor is deemed to have estimated the more expensive way of doing the
    work unless bidding Contractor shall have asked for and obtained a written decision before submission
    of Proposal as to which method or materials will be required.
    1.8 OTHER MANUFACTURERS AS APPROVED BY ARCHITECT
    A. Architect will consider proposal for other manufacturer's material, product or equipment only when such
    proposals are submitted no less than ten (10) days prior to bid date. Submittal shall include the Name,
    Model or Series number of the specific product, material, equipment or related other being submitted for
    approval and shall include all information specific to that Name, Model or Series number necessary to
    prove compliance with the specified requirements. Approved items will be so noted by Addendum.
    B. The decision of Architect is final concerning all product, material, equipment or other approvals.
    C. No products will be considered for approval if received less than ten (10) day prior to bid date unless
    product, material or equipment becomes discontinued by the manufacturer within the timeframe of
    bidding or actual construction. In some cases, the Owner shall determine a decision of purchase.
    D. If no additional products have been submitted for approval and approved, as described herein, and if no
    substitute products have been submitted on the Bid Form and accepted, then one of the specified product
    must be provided.
    1.9 DESIGN INTERPRETATIONS AND CLARIFICATIONS
    A. The Drawings and Specifications included herein are representative and typical of the quality and type
    of construction for the Project.
    B. In the bidding process the Contractor shall assume the same quality and level of detail in areas of the
    building not specifically shown or detailed.
