INVITATION FOR BIDS
The Purchasing Division, located at the Combined Operations and Maintenance Facility, 311 North
State Street, Concord, New Hampshire 03301, will receive sealed BIDs for "B 05-27, Timber Sale:
Concord City Forest - Hooksett Turnpike" until 2:00 PM on September 10, 2026 at which time
and place they will be opened and publicly read. The sealed envelope should be plainly marked:
"B 05-27 TIMBER SALE: CONCORD CITY FOREST - HOOKSETT TURNPIKE"
BIDs may be issued only by the Purchasing Manager or her designee to authorized firms and are not
transferable unless authorized by the Purchasing Manager, or his designee.
Complete copies of B 05-27 may be obtained from the Purchasing Division, Combined Operations and
Maintenance Facility, 311 North State Street, Concord, NH 03301 (603) 230-3664 or on-line at
www.concordnh.gov/Purchasing.
A mandatory pre-bid informational meeting will be held at 8:00 am on Wednesday, August 26,
2026. Bidders will meet at the at the access road entrance on the Hooksett Turnpike, about 12 mile
southeast of the Clinton Street intersection in Concord, NH.
A certified check, cash, check drawn by a New Hampshire bank, or BID bond for and subject to
conditions provided in the Instruction to Bidders shall accompany each BID. The amount of such BID
deposit shall be $1,000.00, made payable to the City of Concord, New Hampshire.
The successful Bidder will be required to provide, prior to contract signing, a Payment Bond in the
amount of $500.00; a Performance Bond in the total amount of $1,000.00.
The City of Concord reserves the right to reject any or all BIDs or any part thereof, to waive any
formality, informality, information and/or errors in the Bidding, to accept the BID considered to be in
the best interest of the City, or to purchase on the open market if it is considered in the best interest of
the City to do so.
Failure to submit all information as detailed on the BID Submission Checklist and/or submission
of an unbalanced proposal are sufficient reasons to declare a bid as non-responsive and subject
to disqualification.

INTRODUCTION
The following described marked timber on the Hooksett Turnpike City Forest Lot is now offered for sale by the
City of Concord, New Hampshire. The lot is landlocked and access will require using an old woods road through
an abutting property located within the Town of Bow. The woods road will need some upgrading to support
modern log trucks.
Acting as agent for the Sellers in the sale is Forest Resource Consultants, LLC. PO Box 161, Contoocook NH
03229.
DESCRIPTION OF TIMBER AND LOGGING CHANCE

LOGGING CHANCE The forest was thinned in the mid 1990's. Some portions of the old skid trails
could be reused, though the log yard used in that harvest is no longer available. The lot is mostly flat and
will require one wetland crossing.
ACCESS The lot is accessed by an old woods road that was constructed in the 1950's. It needs to be
widened in some places and a few minor low spots may need some fill. The Town of Bow will require a
temporary driveway permit and a stone apron at the driveway's entrance onto the Hooksett Turnpike. The
new log yard will have to be constructed on City land at the end of the old woods road. A separate access
agreement will be arranged with the abutting landowner. FORECO will assist with the access agreement
and driveway permit.
The estimated timber volumes are based on the International 1/4 inch scale and are not guaranteed in any
way. A sample contract as well as maps showing the location of the timber and access road will be
available at the showing.

BIDDING PROCEDURE
Attendance at the showing is mandatory in order to submit a bid.
Bidding will be on a "per thousand board feet" basis using the estimated volume for sawlogs, and on a
"per cord" or per ton basis for pulpwood or chips. The Purchaser will be responsible for paying the
Timber Tax.
The lot will be shown on Wednesday, August 26, 2026 at 8:00 AM
Bidders will meet at the at the access road entrance on the Hooksett Turnpike, about 12 mile southeast
of the Clinton Street intersection in Concord, NH.
Bid calculation sheets must be received by the City of Concord Purchasing Department, 311 North State
Street, Concord, New Hampshire no later than Thursday, September 10 at 2:00 PM.
Note: The Purchasing Office is housed at the General Services building on North State Street.
Bids received after September 10, 2026 at 2:00 PM will be returned unopened.
The Seller reserves the right to reject any and all bids or any part thereof, to waive any informalities in
the bidding, and to accept the bid considered to be in the best interest of the Seller. Failure to submit all
information called for may be sufficient for disqualification.
The bids shall be submitted on the forms provided. A Bid Bond in the form of a Certified or Cashier's
check in the amount of $1,000.00, made payable to the City of Concord, must be attached to the bid
sheet. The successful bidder will then be required to provide, prior to contract signing, a separate
Payment Bond of $ 500.00, and a Performance Bond of $ 1,000.00. The Purchaser will have to pay
a Timber Tax bond before the Intent to Cut Timber form will be signed by the City. The timber tax
bond will be used to pay part or all of the timber tax.
GENERAL CONDITIONS
The Purchaser will be required to carry at least $1,000,000.00 per occurrence in Public Liability and
Workman's Compensation Insurance and provide a certificate of this coverage. The certificate should
name both the City of Concord and FORECO, LLC as additional insured.
Because the lot is a City Forests, the Purchaser agrees to cease harvesting operations at the option of the
Seller, his Agent or the abutting owner of the access road, should ground conditions deteriorate either
throughout the lot, on the skid trails, in the log yard, or on the access road.

BID SUBMISSION CHECKLIST
In order to be considered responsive, each Bidder must submit the following documents, in one (1)
original as part of their BID submission:
1. BID Sheet
2. Form W-9
3. City of Concord Indemnification Agreement
4. $1,000 BID Bond
5. Acknowledgement and Acceptance of City Insurance Requirements
The successful bidder must submit within ten (10) days of contract signing, the following documentation:
1. $500 Payment Bond
2. $1,000 Performance Bond
3. Insurance Certificate that meets the minimum required types and levels of coverage
and names the City of Concord and Forest Resource Consultants, LLC as additional
insured, by separate written endorsements with waivers of subrogation favoring the
City, with respect to General, Automobile and Umbrella Liability
The successful bidder must pay the Timber Tax Bond (if applicable) before the "Intent to Cut Timber"
form will be signed by the City.
