INVITATION TO BID
REHABILITATION OF GENERAL AVIATION APRON
#B-25-15
Sealed bid Proposals for the above referenced project at the Sullivan County International Airport will be accepted at the Sullivan County Department of Purchasing and Central Services, County Government Center, 100 North Street, Monticello, New York 12701, until 1:00 P.M. local time on Friday, March 21st, 2025.
This project is being funded in part by the Federal Aviation Administration’s Airport Improvement Program, and the New York State Department of Transportation.
Bids must be submitted in a SEALED envelope, clearly marked with the “Department of Purchasing and Central Services”, project title, project FAA AIP No., the bidder’s name, the bidder’s address, and the time and date of the opening of bids as specified above. Bids submitted by FedEx, UPS, or other parcel delivery services shall have the SEALED envelope containing the Bid Proposal placed inside the shipping carton. Each bid shall be submitted in duplicate (one original, one duplicate, and one electronic copy on USB drive).
PROJECT LOCATION: Sullivan County International Airport, 75 Co Rd 183a, Swan Lake, NY 12783
TYPE OF CONSTRUCTION: Project generally includes the rehabilitation of the pavements of Apron through a mill and overlay. Included in this work are maintenance and protection of traffic, milling paving, and pavement markings. The project includes phasing of different construction work areas.
PROPOSAL SURETY: All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid
PROJECT BID DOCUMENTS: Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings and any Addenda, may be requested through the: (No hard copies of the plans and specifications will be provided.)

PREVAILING WAGE RATES: Prevailing wage rates shall be determined by the New York State Department of Labor and US Federal Davis Bacon wage rates, whichever is higher.
DBE / EEO REQUIREMENTS: The Disadvantaged Business Enterprise Utilization Goal is 5.2%. The EEO goal for the Contractor’s work force is 17% for Minority participation and 6.9% for Women participation.
TECHNICAL / ADMINISTRATIVE QUESTIONS: All Questions regarding the bid documents should be directed to Allyson Smith, Director, Sullivan County Purchasing and Central Services through email at: purchasing@sullivanny.gov no later than 1:00 p.m. local time on Wednesday, March 12, 2025. Addendum to follow if required.
The project is being funded in part by the Federal Aviation Administration’s (FAA) Airport Improvement Program, and the New York State Department of Transportation. However, due to the timeline of FAA funding, the project construction work may not commence until late Summer or Fall 2025.
PRE-BID CONFERENCE: A Pre-Bid Conference will be held at the Sullivan County International Airport Crash Fire Rescue Building on Friday, March 7, 2025, at 11:00 a.m. All prospective bidders are encouraged to attend.
The Sullivan County reserves the right to reject any and all bid Proposals and to waive any informality in bid Proposals received.
