NOTICE TO CONTRACTORS CALLING FOR BIDS
NOTICE IS HEREBY GIVEN that Grossmont–Cuyamaca Community College District of
San Diego County, California, acting by and through its Governing Board, hereinafter referred
to as the District, will receive up to, but not later than 2:00 p.m., on Friday, January 17, 2020,
sealed bids for the award of a contract for:
B19.010— GROSSMONT COLLEGE
ORCHESTRA SHELL
Scope of Work – The Project consists of adding an orchestra enclosure system inclusive of mobile
towers and overhead panels to the existing Teaching and Performance Theater. General
Contractor is also responsible for all associated electrical and fire alarm design, connections and
installations needed to hand over a fully operational and code compliant system. DSA is the
agency having jurisdictional authority for this project. LPA is familiar with and will assist the
Contractor with DSA submittal and review for approval, however the Contractor is fully
responsible for production of review documents including any and all engineering stamps and
calculations as required by DSA.
Estimated contract value - $350,000
Bids shall be received in the Purchasing and Contracts office of the Grossmont–Cuyamaca
Community College District, Grossmont College, Parking Lot 4, 8800 Grossmont College Drive,
El Cajon, CA 92020-1799 and shall be opened and publicly read aloud at the above-stated time
and place.
Each bid must conform and be responsive to the Contract Documents and all plans, specifications
and any other documents pertaining to the Project, copies of which are now on file and may be
obtained after Friday, December 06, 2019 at American Reprographics Company Downtown San
Diego Location located at 555 W. Beech Street, Suite 111 San Diego, CA 92101. Phone 619-232-
8440 or www.e-arc.com/ca/sandiego. Copies of bid documents, drawings and specifications will
also be available at the ARC website that same day.
A mandatory pre-bid meeting and job walk has been scheduled for Friday, December 20, 2019
at 2:00 p.m. This mandatory pre-bid meeting and job walk will take place at 8800 Grossmont
College Drive, El Cajon, CA 92020, Grossmont College - Gafcon Program Office, Building 87.
Representatives of the District, Project Manager, and the campus will be present to answer
questions bidders have regarding this Project.
Bids will not be accepted from any bidder who did not attend the mandatory pre-bid meeting and
job walk. All bidders in attendance will receive a copy of the pre-bid attendees list by the
following day. Only bidders attending the meetings and job walks will receive any addenda issued
after that date.
Each bid shall be accompanied by the security referred to in the Contract Documents, the non-
collusion affidavit, the list of proposed subcontractors, and all additional documentation
required by the Instructions to Bidders.

All questions and requests for information must be made in writing by mail or email to the
attention of Christine Cole, Gafcon Modular Office, Grossmont College, 8800 Grossmont

Please Note: One (1) hard copy and one (1) cd format of complete sets of bid documents will be
provided at no cost to each bidder and electronic download (except delivery). Any additional sets
can be ordered and purchased directly through ARC.
The successful bidder will be required to furnish the District with a Performance Bond equal to
100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to
execution of the Contract. All bonds are to be secured from a surety company that meets all of
the State of California bonding requirements, as defined in Code of Civil Procedure section
995.120, and is authorized by the State of California, and all documents required by Code of Civil
Procedure section 995.660, to the extent required by law.
Pursuant to the provisions of Public Contract Code section 22300, the successful bidder may
substitute certain securities for funds withheld by District to ensure his performance under the
Contract. At the request and expense of the successful bidder, securities equivalent to any amount
withheld shall be deposited at the discretion of District, with either District or a state or federally
chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention
to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be
returned to the successful bidder.
In order to assist the District in meeting its Disabled Veteran Business Enterprises ("DVBE") goal
of at least three percent (3%) (as described in Paragraph 28 of 00100), bidders are encouraged (but
not required) to seek out and include DVBE subcontractors and suppliers in their bid. The
document 00420 Designation of DVBE subcontractors is required to be included with your bid
and if no DVBE subcontractors or vendors are intended to be used for this project, then the bidder
should simply indicate "None" in the Subcontractor column.
When proceeding with good faith effort all DVBE documentation needs to be provided with bid
submission refer to (Exhibit A). The DVBE advertisement period is 14 days prior to the bid
opening scheduled for January 17, 2020, which is January 03, 2020.
While not required as part of any participation goals or tracking, the District encourages and
welcomes participation in the bidding process by Minority Business Enterprises (MBE), Women-
Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Small
Businesses (SB).
Please complete Exhibit H, Small and Underutilized Business Certification Information Form,
to assist the District in their reporting efforts. All local, small, and underutilized firms submitting
this form will be added to the District’s Outreach Program database and will receive notification
of bid opportunities requiring corresponding contractor’s license(s).
The District reserves the right to reject any or all bids or to waive any irregularities or informalities
in any bids or in the bidding.
