Place of Performance:
The U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS), intends to award a firm fixed-price purchase order to the University of Oregon, Genomics and Cell Characterization Core Facility (GC3), for genetic sequencing services.
The requirement is for fragment analysis and Illumina genetic sequencing (NovaSeq 6000 and NextSeq 2000 platforms) of tissue samples collected for studies of slender salamanders (Batrachoseps) and the California red-legged frog (Rana draytonii). These services will provide essential sequencing data to determine population relationships and uniqueness.
The award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The University of Oregon (GC3) is the only source that can ensure data continuity. Maintaining continuity and comparability with previous sequencing runs is critical to the success of ongoing research.
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement, which will be considered by the agency. No solicitation will be issued. A determination by the Government not to compete this action based upon responses received shall be made at the sole discretion of the Government.
