General Bid Information
Montrose County is soliciting sealed bids from qualified contractors for the replacement of bridge
railings and bridge decking. The project includes the complete removal of the existing corrugated
bridge decking and railings, and the installation of new decking and railings in accordance with
the attached plans and specifications.
The successful Bidder shall provide all labor, materials, equipment, and supervision necessary to
complete all the work as specified, described, shown, and as otherwise required by the Contract
Documents. Work for the whole project generally consists of removing existing railing and
decking, installing new railings and decking and ancillary work.

Bidder Instructions
Submitted bids must be enclosed in a sealed opaque envelope marked “B-24 Bridge Railing
Replacement” with the name of the bidder and delivered to Montrose County Public Works, Attn:
Brandon Wallace, 63160 LaSalle Rd, Montrose, CO 81401, no later than 2 p.m. local time,
September 3, 2026. The bids will be opened immediately thereafter and read aloud. Bids received
after the time due will not be considered and will be returned to the bidder un-opened.
A 5% bid security is required with the bid as outlined in C.R.S. 24-105-201. The bid security
shall be placed in a separate envelop marked “B-24 Bridge Railing Replacement - Bid
Security” that is either attached to the outside of the bid envelope or placed in a larger envelope
that contains both the sealed bid envelope and the bid security envelope. Bids not including a bid
security will not be considered and will be returned to the bidder un-opened.
Bids are to be submitted on the Bid Forms included within the bid package. All ancillary costs are
to be included in the bid price.
Any bid questions must be received by 2 pm local time on August 25, 2026.
Any modifications to the Invitation to Bid package will be an Addendum and posted to the County
website by 5 pm on August 27, 2026 and distributed to all known bidders. It is the responsibility
of the bidder to verify if an addendum has been issued. Bidder shall acknowledge Addenda in
the Bid and Addenda Acknowledgment section of the Bid Form.
General Conditions
All bids shall be irrevocable for 45 days from the date of the bid opening.
The successful bidding Contractor will be required to enter into an agreement with Montrose
County. A sample agreement is included in this bid package, but the final agreement may be
altered and/or contain additional or different provisions.

A payment and performance bond equal to 100% of the bid amount will be required as outlined in
C.R.S. 38-26-106 and the contract agreement for the successful bidder.
Contractor shall carry insurance coverage as outlined in the contract agreement.
Payment to Contractor will be made upon submission and approval of invoice(s). Payment will
follow normal County payment processing cycles for issuance of checks.
Awarding of Bid
Award may be made to the lowest responsive, responsible bidder meeting applicable county and
state requirements. In reviewing the bids received, the County reserves the right to reject, for any
reason whatsoever, any and all bids, and to waive any informality or irregularity in a bid. The
County reserves the right to accept the bid that provides the best value to the County in the
County’s sole discretion. The County reserves the right to make a determination in the County’s
sole discretion as to the sufficiency of qualifications of any bidder. The action to award a contract
is subject to approval by the Board of County Commissioners. The submission of a bid does not
in any way commit the County to enter into an agreement or contract with that bidder.
Bidder must identify for non-disclosure purposes, any information contained within the proposal
that is proprietary in nature or protected by copyright, trademark, or other intellectual property
law. Montrose County will maintain confidentiality of such materials to the extent permitted by
law, the County is subject to the provisions of the Colorado Open Records Act (CORA), C.R.S.
24-72-201, et seq., and cannot therefor guarantee that any materials provided will not be produced
in response to a CORA request.
It is anticipated that award of the contract will be made within two (2) weeks of the bid opening.
All bidders will be notified of the Commissioners decision. Within one week of award, any
required submittals will be due.
Requirements of Successful Bidder
• A payment and performance bond equal to 100% of the bid amount will be required as
outlined in C.R.S. 38-26-106 and the contract agreement.
• Furnish certificates of required insurance coverage.
• Furnish a completed Form W-9 “Request for Taxpayer Identification Number and
Certification”.
• Enter into a contract agreement with the County, which includes Notification of
Immigration Compliance Requirements and Certification by Contractor.
• Furnish an Equal Employment Opportunity Certification letter.
• Provide a list of subcontractors.
• Provide an anticipated work schedule that includes dates of construction.

Additional Terms and Scope of Services
1. The contractor shall complete the work according the plans and specifications as shown on
the attached – B-24 Bridge Railing Replacement plans prepared by Buckhorn
Engineering dated August 12, 2026.
2. Montrose County will coordinate 6400 Road closure. The contractor is responsible for all
traffic control plans, labor, equipment, and materials necessary to close 6400 Road.
3. Montrose County will provide all BridgeCor coating materials specified in the project
plans. The contractor is responsible for all ancillary requirements associated with the
coating systems, including but not limited to surface preparation, handling, application,
equipment, labor, and any other tasks necessary to properly complete the coating work in
accordance with the plans and specifications.
4. Montrose County will coordinate all Right of Entry permits with adjacent land owners.
5. Construction survey work and materials testing will be performed by Buckhorn
Engineering and will be paid for by Montrose County.

7. The Owner’s Representative will be a qualified staff member from the County or Buckhorn
Engineering. This person will be on the job site periodically to observe operations.
8. The Owner’s Representative will inspect periodically for compliance with specifications.
At any time it is determined that the work does not meet the specifications, operations may
be ordered to cease until specifications can be met.
9. Consistent out-of-specification performance shall be sufficient grounds for termination of
the contract and claim for damages including claims against Contractor’s bond.
10. Bid prices are to be free of sales tax.
11. Contractor shall complete the work no later than October 30, 2026, unless written
permission by the County is granted to extend the completion date.
12. The County may assess liquidated damages in the amount of $300 per calendar day against
the Contractor until the contract is finished if the deadline for completion is not met.
