This is a non-personal service(s) contract to support the AFCD, as it leads the Aviation Enterprise efforts to experiment, analyze and develop transformational Army Aviation warfighting requirements in support of Army and Joint capabilities. The contractor shall provide analytical support within the AFCD, these recommendations on decisions may drive materiel development and future Army policy. Those recommendations, on whether to procure a particular item that may be commercially available or pursue developing an item that will provide a future capability for the Army, drives budgeting and procurement decisions. These same analysts are often required to assess and comment on how a particular capability will impact U.S. Army Doctrine, Organization, Training, Materiel, Education, Personnel, Facilities, and Policy (DOTMLPF-P). Further detail is provided in the draft Performance Based Work Statement (PBWS) attached to this announcement (Attachment 1).
