Description:

The City of Hendersonville is accepting separate bids for the following AUTUMN CREEK STABILIZATION & IMPROVEMENTS.

This project comprises stream bank stabilization, channel benching, sediment removal, and site restoration to mitigate erosion and improve flow capacity along the designated channel reach. Work includes establishing temporary access routes and stream crossings using protective timber mats or geotextile-backed gravel underlayment; selective clearing and grubbing within defined excavation limits while preserving surrounding mature trees, and performing unclassified channel excavation to construct upper and lower benches, re-establish positive drainage, and remove accumulated sediment. To protect the bank and manage flow velocities, the contractor will install heavy boulder bank stabilization, keyed directly into the channel toe, and place individual stream boulders in the flow line while maintaining perimeter sediment controls. Final work entails complete site restoration across the disturbed footprint, consisting of temporary and permanent seeding, heavy-duty jute erosion control blanket installation, lawn dressing and cleanup of all access routes, and replacement of any damaged concrete sidewalks.

Construction work must occur on weekdays between 0830 and 1700, with stream excavation limited to dry conditions (ideally May 15 to October 15) and requiring a 48-hour wait after rain. In-stream work is prohibited from December 15 to June 1 to protect wildlife. To minimize environmental impact, all motorized equipment requires city approval, pre-approved items include a small excavator (≤10 tons), dump trailer (≤4 cu yd), towing tractor (≤100 HP), and skid steer and all equipment must be properly loaded, safely operated, and secured or removed from the site by 1730 daily. Additional details can be found on sheet G-100 of the plans.

Environmental  Permit  Information:  The  Tennessee  Department  of  Environment  and Conservation (TDEC) permit application for this project is identified as Permit No. NR2604.179. The anticipated permit approval date is August 27, 2026. The permit submission documents are included with the bid documents for bidder awareness and reference.

Bids must be submitted by September 4, 2026, for the opening at 1:00 PM (CST), at which time they will be opened in the Conference Room #1 at Hendersonville City Hall, 101 Maple Drive North, Hendersonville, Tennessee 37075.

The City may utilize federal, state, or other grant funding for this project. If federal funds are utilized, the Contractor shall comply with all applicable federal laws, regulations, executive orders, and grant requirements applicable to the funding source, including, but not limited to, applicable provisions of 2 CFR Part 200 and federal contract provisions required by the awarding agency. Additional federal compliance requirements may be incorporated into the executed contract through amendment or contract documents, as applicable.

The City reserves the right to reject any and all bids and to waive informalities or technicalities.
