Automated Traffic Enforcement Safety Device System
PROJECT SUMMARY
The Town of Orange (“Town”) is soliciting sealed proposals from qualified vendors to provide a turnkey automated
traffic enforcement safety device (ATESD(s)) system for deployment in designated areas throughout the Town. The
system will support the Town’s efforts to reduce speeding-related crashes, enhance pedestrian safety, and comply with
all applicable Connecticut laws and regulations governing the use of ATESDs. The system shall comply with the
authority granted the Town under Public Act 23-116 and Chapter 366 of the Code of the Town of Orange.
The selected respondents shall: (i) assist the Town in preparing a comprehensive traffic safety plan; (ii) assist
the Town in designing the system; (iii) provide equipment; (iv) install and operate the system; (v) perform all
necessary calibrations; (vi) provide and maintain all necessary software and data management; (vii) assist with
and provide citation processing support; (viii) collection of fines; (ix) provide training; and (x) provide ongoing
maintenance (collectively the “Solicited Services”). The selected respondent’s fee shall not be contingent upon
the number of citations issued or fines levied under the ATESD system.
PROJECT BACKGROUND
On January 14, 2026, the Town adopted legislation entitled “An Ordinance Amending The Code Of The Town Of
Orange To Add Article VI Automated Traffic Enforcement Safety Devices” (“Ordinance”). The Ordinance was
adopted pursuant to the authority granted municipalities pursuant to Public Act 23-116, which authorizes the use of
ATSEDs at locations within school zones, pedestrians safety zones and other locations within a municipality, provided
that the locations of such devices have been identified by the Town in a comprehensive traffic safety plan. The Town
is committed to improving traffic safety and reducing speeding on local roadways, particularly in areas with high
pedestrian activity, schools, parks, and residential neighborhoods. Speeding continues to be a significant contributing
factor to motor vehicle crashes, injuries, and fatalities, posing an ongoing public safety concern for residents, visitors,
and commuters traveling through the Town.
The Town intends to issue this Request for Proposals (“RFP”) to solicit qualified and experienced vendors capable of
providing a complete, turnkey ATESD system and the Solicited Services. This includes the design, installation,
operation, maintenance, and support of speed camera systems, as well as assistance with program administration, data
security, public education, and compliance with all applicable state and local laws and regulations.
Through this RFP, the Town seeks a partner that can deliver a reliable, legally compliant, and transparent speed
safety camera program that prioritizes public safety, protects individual privacy, and supports the Town’s broader
traffic calming and safety objectives.

The anticipated start date of this project is May or June 2026, but subject to change.

Respondents are required to submit One (1) original and three (3) copies in a sealed envelope. Proposals received after
this time and date specified above will be rejected. No oral, telephonic, emailed, or faxed corrections, deletions, or
additions to any response shall be accepted. The Town reserves the right to reject any or all responses, and to waive any
or all formalities in connection with this request. Proposals which do not incorporate our requested format, including
quoting items as described, will not be considered. Unless otherwise stated in the solicitation. No alternate responses will
be considered unless alternate responses are specifically requested by the Town.
A response to this solicitation does not permit the Town to award a contract, to pay any costs incurred in the
preparation of a response to this request, or to procure the Town contract for services, supplies or equipment. The
Town will not award to any contractor who is not qualified under applicable Federal, State and local laws and
regulations.

INQUIRIES FOR CLARIFICATION
James Zeoli, First Selectman, is the purchasing authority for the Town and is responsible for the conduct of this
procurement. The Town will respond to a Respondents written request(s) for interpretation and/or clarification of the
Solicitation Specifications. Questions regarding this solicitation should be emailed to Ann Denny, Administrative
Assistant to the First Selectman at adenny@orange-ct.gov. Telephone or oral questions will not be accepted. The email
should include in the subject line RFP/RFQ/ITB (i.e. 2026-01). The body of the email should contain the question or
clarification. Every interpretation made to a Respondent will be in the form of an Addendum or Question & Answer to
the Solicitation Documents. The Town will not respond to the Respondents request(s) for oral interpretation and/or
clarification of the Solicitation Specifications for any reason.

Any Addendum(s) to this solicitation document shall become part of the solicitation. Respondents are required to
check the Town website for addendum(s). Each respondent shall be bound by such addenda whether
received/viewed by the respondent.
SOLICITATION PROTEST
Any Solicitation protest must be submitted in writing. Respondents may file a written protest of the Solicitation
results with the Town’s First Selectman’s Office. Protest must be submitted via email to Ann Denny, Administrative
Assistant to the First Selectman at adenny@orange-ct.gov.
The Town will acknowledge receipt of a written protest. If the Town has not acknowledged receipt of the
protest by the close of business on the following days, please contact Ann Denny at 203-891-4737.
SCOPE OF SERVICES
Through this RFP, the Town seeks to partner with a vendor that can deliver a reliable, legally compliant, and
transparent ATESD program that prioritizes public safety, protects individual privacy, and supports the Town’s
broader traffic calming and safety objectives.
The scope of services for this project will include the following system requirements. Respondents must
propose a system that meets or exceeds the following:
1. Comprehensive Traffic Safety Plan
a. Vendor must assist the Town in its preparation of a comprehensive traffic safety plan.
b. Vendor must be able to provide necessary data and analysis of that data in helping the Town prepare its
plan.
c. Vendor must be able to present the plan to the public at a public hearing on the plan.
d. Vendor must be able to answer questions posed by the public at the public hearing on the plan.
2. Technology Capabilities
a. Ability to detect and record vehicles exceeding posted speed limits.
b. Multi-lane and bi-directional coverage.
c. High-resolution images and video of violation events, including:
i. Vehicle speed at time of capture
ii. Date and timestamp
iii. GPS/location metadata
iv. License plate clearly visible under day/night conditions
d. Automatic license plate recognition (ALPR).
i. Environmental durability (rain, snow, cold, heat).
ii. 24/7 remote monitoring and system health diagnostics.
3. Placement Options
a. Vendor must support fixed pole-mounted units, with optional portable trailer-mounted units, or both.
b. Equipment must not interfere with ADA access or public right-of-way use.
c. Equipment must not interfere with other traffic control signals or devices
d. Equipment must not interfere with nearby utilities or utility right of ways and easements
4. Connectivity and Data Handling
a. Secure data transfer using encrypted communication.
b. Data stored on secure servers that comply with best-practice cybersecurity standards.
c. Configurable data retention periods consistent with Connecticut requirements.

5. Personal Identifiable Information
a. System must ensure the security of personally identifiable information (“PII”) and timely deletion of PII
from the system as required by law
b. Vendor must document procedure it will follow for the timely deletion of PII
c. Vendor must assist with the Town developing a privacy policy and protocol on (1) the privacy, security,
collection and destruction of PII and (2) establishing internal audit requirements to ensure compliance
with said policy and protocol.
d. Vendor must comply with all applicable and valid Freedom of Information Act mandates and
requirements and must cooperate with the Town when a valid request for information is made
6. Calibration & Accuracy
a. Independent calibration by a certified technician before deployment and periodically thereafter.
b. Vendor must supply calibration documentation suitable for court presentation
7. Citation Process
a. Provide, install and maintain software required to process, issue and track citations and payments.
b. Citations need to be in compliance with Orange Code of Ordinances and other relevant and applicable
laws.
c. Provide viewable recorded event images and event data including the vehicle registration, plate numbers
and letters, vehicle registration plate type, date, location and time of violation and images of the
violation event
d. Information must be shareable and accessible for Orange Police Department review
e. Collection of fees and depositing same with an agreed stricture, if any, in an account specific to the
Town.
f. Fine collection services must also include civil actions, or other available legal avenues used to collect
overdue payments.
g. Successful vendor must provide the Town with monthly reports of collections.
8. Customer Service
a. Vendor must be able to respond to all public inquires about the program, citations, payments and other
questions associated with the enforcement and citation process.
9. Record Keeping
a. Successful vendor shall keep all true and accurate images, data, records, revenues and expenses
associated with the program and provide the Town access to the same.
b. Successful vendor shall prepare and send a monthly report to the Town which includes the following
items:
i. Number of events
ii. Number of violations recorded and approved
iii. Traffic volumes and violations by location
iv. Number of citations prepared and mailed
v. Number and dollar amount of fines billed and collected
vi. Status of citations issued (outstanding, paid or in collections)
vii. Number of appeals
viii. Status of appeals
ix. Equipment status
VIOLATION PROCESSING & CITATION SUPPORT
The Town’s workflow process for Violation Processing & Citation Support services
includes but is not limited:

a. Respondent shall supply software that allows authorized Orange Police Department personnel to review
and approve all events before a citation is issued.
b. System must maintain an audit trail for every action taken.
2. Citation Issuance & Mailing
a. After a sworn officer of the Orange Police Department or an employee of the Town as designated by
the local traffic authority shall review and approve the recorded images provided by the system. If,
after such review, the member or employee determines that there are reasonable grounds to believe
that a violation occurred, the member or employee may authorize the issuance of a citation to he owner
of the vehicle by first class mail.
b. Vendor shall be responsible for generating and mailing the citations, consistent with Connecticut and
Town requirements for notice format, timelines, and public disclosure.
c. All notices must be ADA-compatible and available in multiple languages (English & Spanish
minimum).
3. Court Support
a. Vendor must provide court-admissible evidence packets, including:
i. Certificate of calibration
ii. Operator logs
iii. Violation images and metadata
iv. Vendor must provide remote or in-person expert testimony when requested.
v. Vendor must fully cooperate with Orange Police Department and/or Town Counsel in
prosecuting citations.
IMPLEMENTATION SERVICES
The Town of Orange implementation services include but are not limited:
1. Site Assessment
a. Vendor shall conduct a complete assessment of all roadways in the Town of Orange and such
assessment shall include:
i. Speed study analysis
ii. Sightline evaluation
iii. Utility and power availability
iv. ADA and right-of-way compliance
2. Installation
a. Vendor must:
i. Install poles, cabinets, power connections, and communication hardware
ii. Coordinate with Orange Public Works, UI (United Illuminating), Orange Police and other
utility companies as necessary
iii. Restore any disturbed surfaces
3. Public Education & Outreach
a. Vendor shall assist with developing a public-awareness campaign including:
i. Press materials
ii. Website content
iii. Sample warning-period notifications
