Request For Proposals for
Automated Traffic Enforcement Safety Devices
The Town of Newington (“The Town”) is accepting proposals from qualified firms (herein after
referred to as “Consultant”) to assist the Town in in all aspects of design, engineering,
permitting, installation and implementation of Automated Traffic Enforcement Safety Devices
(ATSED).
I. Background
Newington is a well-established suburban community with approximately 31,000 residents,
located just south of the City of Hartford, Connecticut. The Town has a number of high-volume
roadways, including the Berlin Turnpike and Cedar Street. In 2025, the Newington Police
Department responded to 1,359 motor vehicle accidents and issued 3,915 citations. The Town is
therefore interested in partnering with a consultant to install ATSED technology at selected high-
volume and/or historically dangerous intersections to improve motor vehicle and
bicycle/pedestrian safety in compliance with the ATESD program requirements, as outlined
below. Note that the Town does not currently have a municipal ordinance authorizing ATESD or
a municipal ATESD plan.
II. ATESD Program Requirements
Public Act 23-116 (Connecticut General Statute 14-307c) allows the use of automated traffic
enforcement safety devices (ATESDs) by municipalities. CTDOT has issued “Guidance for
Municipalities Developing an Automated Traffic Enforcement Safety Device (ATESD) Plan” and
a guidance document on the conditions that must be met for CTDOT to approve an ATESD
system to physically interface into a traffic control signal system. All Consultants must be
familiar with and comply with these laws and regulations. Consultants should have the ability to
implement ATESDs for both of the two eligible violation types at the four eligible location types
(traffic control signals, pedestrian safety zone, school zone, or other locations approved by
Office of the State Traffic Administration) as defined in CTDOT guidance:
A vehicle that exceeds the posted speed limit by 10 or more miles per hour
A vehicle that disobeys a traffic control signal
III. Critical Dates

IV. Minimum Requirements
1. The Consultant shall demonstrate their ability to fully implement ATESD programs that meet
state guidelines for Connecticut municipalities.
2. The Consultant shall have demonstrated experience implementing/operating successful
ATESD programs within the past five (5) years.
V. Completeness and Format of Response
Respondents are asked to organize their responses in the order requested, in accordance with the
following format:
1. Contact Information. Provide the name, title, phone number, and e-mail address of the
desired contact person during the RFP process.
2. Services Provided. Provide an explanation of the services that the consultant will provide to
the Town, as well as the municipal support that the consultant will provide to the Town through
all phases of the project, including but not limited to:
Ordinance development
Site selection
Design
Engineering
CTDOT coordination and permitting,
Coordination with Eversource (the electric utility) and other third parties
Installation of signage and equipment (including a description of the specific equipment
that will be installed)
Public outreach, including methods of collecting input from Town residents and
notification to Town residents prior to system activation
Staffing recommendations
User training and ongoing customer support
Reporting and analytics
Equipment maintenance, calibration, repair and replacement
Assistance in developing a framework or process for collecting fine revenue
Assistance in developing a framework or process for handling appeals
Any other services provided
3. Other information. As part of your response, please provide information about the following
items:
The effectiveness of ATESD in other communities. For example, to what extent do they
reduce accidents and speed and improve motor vehicle, pedestrian and bicycle safety.
Strategies that motorists may use to evade ATESD, and recommended best practices, if
any, to reduce evasion.
Any information that you feel is relevant to the Town about the volume or characteristics
of traffic on Newington’s roads and, by extension, a description or analysis of who would
be most impacted by ATESD in Newington.
An overview of any legal liabilities, if any, that other municipalities have faced in
deploying ATESD in Connecticut.
4. Data Protection. Provide information on how the data collected would be protected and/or
shared with any third parties, with or without the consent of the Town or motor vehicle owners.
5. Pricing Details. Provide pricing details for your ATESD system, including any
annual service escalations. Pricing information should include, if applicable to the services
the Consultant provides, a pricing breakdown for each of the services or each bundle of the
services provided, as well as any and all additional costs that the Town may incur for
modifications including but not limited to changing the speed limit parameters or adjusting the
location of a camera to reflect changes in driving patterns. The Consultant should indicate what
of their costs are a fixed rate and what costs are taken from the per ticket processing fee. As
Connecticut ATESD Plans are approved for a 3-year period, with possible extensions,
Consultants are encouraged to provide an option for a 3-year contact period.
6. Implementation History and References. Provide information on jurisdictions where the
Consultant has implemented ATESD programs, including how long each system has been in
operation, how many ATESD cameras are installed, how many citations have been issued, and
how much revenue they generate. As part of this response, please provide a reference and
relevant contact information for each jurisdiction.
7. Project Staff. Provide information on the staff that will be assigned to this project, including
the name and a brief professional background on any principals, project manager(s), and other
technical staff.
Only electronic submissions are being accepted in response to this RFP. Proposals shall be
prepared as a single PDF and be limited to a maximum of 40 pages. Statements may be
transmitted to Lauren Rhines, Assistant Town Manager, at lrhines@newingtonct.gov, or via flash
drive to Ms. Rhines attention at Town Manager’s Office; 200 Garfield Street; Newington, CT
06111. Statements received after March 31, 2026 at 4:00pm will not be considered.
Arrangements for transmission of large files should be made in advance, as technical difficulties
in sending or receiving a submission shall not be a valid reason for missing the deadline.
VI. Evaluation of Award
Responses shall be initially evaluated by the Town after the response deadline using the
following criteria:
1. Accuracy, overall quality, thoroughness, and responsiveness to the requirements
outlined in this RFP
2. History of successful implementation of ATESD programs
3. Ability to provide services, as outlined
4. Quality of customer service and ongoing maintenance
5. Ability to foster public trust in ATESD programs;
6. Pricing Details
An Evaluation Committee will evaluate all responses received for completeness and the
respondent’s ability to meet all requirements outlined in this RFP.
Consultants that rank highly after the initial evaluation will be invited to Newington to provide
members of the Evaluation Committee with a demonstration of their technology in the field. It is
the Town’s intent to conduct these field demonstrations during the week of April 27 through May
1, although the Committee reserves the right to be flexible with the timeframe for these
demonstrations to accommodate scheduling conflicts. In addition, the Evaluation Committee
may decide to interview some or all respondents prior to awarding the contract. Additional
technical information may be requested from any respondent prior to, during, or after either the
field demonstration or interviews (if conducted) for clarification purposes. However, provided
information will in no way revise original submitted responses.
VII. Questions
General questions should be directed to Lauren Rhines, Assistant Town Manager, at
lrhines@newingtonct.gov. Every request for an interpretation shall be made in writing to Ms.
Rhines. To receive consideration, such questions must be received by 4:00 p.m. on March 11,
2026. Town staff will arrange an addendum, which shall be made a part of this Request for
Proposals and any resulting contracts, including all questions received as above provided and the
decisions regarding each. Town staff will post a copy of any addenda to the Town’s website,
located at: https://www.newingtonct.gov/Bids.aspx, by March 16, 2026.
VIII. Hold Harmless
a. Consultant agrees to indemnify, defend and hold harmless the Town of Newington and its
respective officers, employees, agents and/or servants against all demands, claims,
actions or causes of actions, losses, damages, liabilities, costs and expenses, including
without limitation, interest, penalties, court costs and reasonable attorney’s fees, asserted
against, resultant to, imposed upon or incurred by the Town of Newington resulting from
or arising out of:
1. Any breach by the Consultant of the terms of the specifications, or
2. Any injuries (including death) sustained by or alleged to have been sustained by the
officers, employees, agents and/or servants of the town of Newington or the
Consultant or subconsultants or material men, or
3. Any injuries (including death) sustained by or alleged to have been sustained by any
member of the public or otherwise any or all persons, or
4. Any damage to property, real or personal, (including property of the Town of
Newington or its respective officers, agents and servants) caused in whole or in part by
the acts or omissions of the Consultant any subconsultant or any material men or
