I. PROJECT OVERVIEW
The City of New Haven is issuing a Request for Proposals (“RFP”) to qualified companies who can provide an automated traffic enforcement safety device system (“ATESD”) for the City. This includes the installation, implementation, operation of certain aspects of the ATESD, training and continuing performance of the hardware, software and supporting services needed for this system to function properly. The proposals shall be for a complete “turnkey” operation.
The ATESD includes two main areas of focus, (1) red light enforcement and (2) speed enforcement. The City currently has selected nineteen (19) potential locations for installation of devices. These locations consist of eleven (11) potential red light enforcement camera locations and eight (8) speed camera enforcement locations. Following review and approval by the City’s Board of Alders, these locations have been submitted to the Connecticut Department of Transportation for approval as part of the City’s Automated Traffic Enforcement Safety Device Plan (“ATESD Plan”). A copy of the draft plan is attached as Appendix A. While the City reserves the right to amend the ATESD or the ATESD Plan, potential vendors are expected to evaluate and respond to the RFP on the basis of information provided herein and addenda (Appendix A). All efforts have been made to include the appropriate and required City of New Haven Ordinance and Connecticut General Statute citations within this request. Potential vendors must make the appropriate due diligence to familiarize themselves and refer to such citations.
