NOTICE OF INTENT

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT
A REQUEST FOR COMPETITIVE QUOTES

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b); Only one responsible source and no other supplies or services will satisfy agency requirements to: Automated Regional Justice Information System (ARJIS), 1011 Union Street, STE 400, San Diego CA, 92101 for unrestricted connection to the NCIS and CLETS information systems through the San Diego County Sherriff’s Department servers. ARJIS is the only service provider of this nature covering San Diego County and required by Naval Consolidated Brig Miramar (NCBM) to provide standard law enforcement practices to conduct background check on all inmates, visitors, contractors and new staff members who may have contact with inmates shall be conducted on all inmates, visitors, contractors and new staff members who may have contact with inmates.
NCBM has a valid need for access to criminal histories using the Interstate Identification Index (III), Wants and Warrants and similar databases. This requirement is to ensure background information is properly attained for accurate classification as required by SECNAV M-1640.1. The anticipated award date of this action is on or before 15 September 2025. The applicable NAICS code is 334112.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product.
Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
Capability statements are due by 8:00 AM Pacific Standard Time (PST), August 31, 2025.
