Oregon State University intends to contract for the provision of an automated infiltrometer from Meter Group as a sole source because of the uniqueness (design, capability, specialization) of the equipment and the contractor being the single provider of the goods. The selected equipment must meet minimum specifications including automated measurement of field saturated hydraulic conductivity using the dual-pressure head method, and must be suitable for use on golf course putting green turfgrass. An entity may appeal this determination in accordance with OSU Standard 03-010, Section 5.17 no later than the closing date indicated on the website. Appeals must be submitted to Procurement, Contracts and Materials Management at procurement@oregonstate.edu by October 22, 2025 at 3:00 PM PST.
