Automated Check Remittance Processing Solution

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Monday, October 12, 2026 at 5:00 pm (local prevailing time).

The purpose of this Unsealed Request for Proposals (URFP) is to solicit proposals to to provide, implement, integrate, and support an Automated Check Remittance Processing Solution for the City of Newport News Treasurer’s Office. The solution should include the software, implementation services, interfaces, training, technical support, and any required or recommended hardware necessary to process paper and electronic remittances efficiently and securely.

The Treasurer's Office is seeking to modernize and standardize its operational environment by implementing a technologically advanced solution that addresses current gaps in data processing, system interoperability, security compliance, and workflow efficiency. The existing systems require improved automation, enhanced data validation, and more reliable methods for storing, retrieving, and transmitting high volume transactional information.
