REQUEST FOR PROPOSALS


The Housing Authority of the City of New Britain (NBHA) is seeking competitive proposals from qualified, licensed, responsible firms to provide NBHAs External Annual Audit in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD). The purpose is to provide independent AUDIT SERVICES for the organization.

Proposals will be received until 3:00 p.m. on Friday March 13, 2026, at the Housing Authority of the City of New Britain, 16 Armistice Street, New Britain, CT  06053.  If mailed, the NBHA must receive proposals no later than the time and date stated above.  All proposals must be in a sealed envelope marked with the words, PROPOSAL DOCUMENTS  AUDIT SERVICES.  Faxed proposals will not be accepted.

The successful firm will be required to hold the proposal price for a period of not less than sixty-days (90) from the proposal submission date and will begin work as prescribed in the Notice to Proceed.

The NBHA reserves the right to reject any, or all proposals and to waive any informalities in the proposal process and reserves the right to award the contract as it deems in its best interest.  The NBHA is an Equal Opportunity/Affirmative Action Agency.

Executive DirectorA.	Background:

The Housing Authority of the City of New Britain is a public agency located in New Britain, a city of 70,000 people situated on approximately 13.1 square miles in central Connecticut.  The Housing Authority manages 804 low-income housing units at seven developments throughout the City, half of which house the elderly and/or disabled with the remainder reserved for use by families.  In addition, the Housing Authority administers 851 Section 8 Housing Choice Vouchers, which provides rental assistance to families residing in the private market. NBHA is currently in a RAD process with 2 developments. 

The mission of the Housing Authority is to provide decent, safe and sanitary housing to eligible residents of the City of New Britain. 

The Housing Authority of the City of New Britain receives its funding primarily through grants provided by the U. S. Department of Housing & Urban Development (HUD).

The Housing Authority is under the direction of an Executive Director who is responsible for its daily operations.  A five-member Board of Commissioners appointed by the Citys Mayor provides oversight and assistance in establishing Housing Authority policy.


B.	Conduct of Audit

The audit must be performed in compliance with the Single Audit Act of 1984, Office of Management and Budget (OMB) Circular A-133, the Compliance Supplement for Single Audits of State and Local Governments, Audit Guide for Independent Auditors for Local Housing Authorities issued by the State of Connecticut Department of Housing (DOH), and Standards for Audit of Governmental Organizations, Program Activities, and Functions issued by the U.S. General Accounting Office, Government Auditing Standards (1994 Revision) issued by the Comptroller General of the United States, Public and Indian Housing (PIH) compliance supplement  Interim Guidance for Annual Audits of Public Housing Agencies and Indian Housing Authorities by Independent Auditors, PIH 95-31 notice, and will require compliance testing and a study of internal control.

C.	Scope of Work:

Agreed upon procedure to be performed regarding REAC submission.
Assistance updating system regarding Inventory Management System, Cost Allocation System and Review of General Ledger System in accordance with Asset Management requirements.
Agreed upon procedure engagement prior to performing annual audit regarding SEMAP submission and PHAS submission in compliance with Federal Regulations.
Responsibility of the Authority as to what is required of the Finance Department to conduct the audit and have it completed in a timely manner.
Analysis of the procedures of both Public Housing and Section 8 office and make recommendations as to practical improvements.
Analysis of procedures regarding work orders and inventory system and recommend improvements.
Submit fee broken down by areas of work for 2025, 2026 and 2027.
D.	Types of Programs to be Audited:

Conventional  Federal Low Income:

The Housing Authority operates 804 units of conventional housing.  Under the conventional program, the Housing Authority is the owner of the housing units and also manages the units.  The Authority is operating under HUD guidelines for Asset Management.  The Authority has a total of three (3) AMPs.  The following AMPs listed are for fiscal years 2025, 2026 and 2027:
