Description: PLEASE TAKE NOTICE that Public Works requests bid submissions for contracts for the Athens/Woodcrest/Olivita, Firestone, and Walnut Park Garbage Disposal Districts (BRC0000125). Public Works will award up to a total of three contracts, one for each Garbage Disposal District. Each area will be evaluated and awarded separately. Each of these contracts have been designed to have a potential maximum contract term of 11 years, consisting of an initial 7-year term and two potential additional 2-year option renewals. The total estimated annual contract amount for each Garbage Disposal District contract area is shown in the chart below. The Invitation for Bids (IFB) with contract specifications, forms, and instructions for preparing and submitting bids may be requested from Messrs. David Pang at (626) 458-7167 or dpang@pw.lacounty.gov or Danny Medina at (626) 458-4080 or dmedina@pw.lacounty.gov, Monday through Thursday, 7 a.m. to 5 p.m. Garbage Disposal District Estimated Annual Amount Athens/Woodcrest/Olivita $3.6 Million Firestone $7.9 Million Walnut Park $1.3 Million Note: Public Works will award a total of three contracts, one for each Garbage Disposal District. Bidders may submit bids for any combination of the three Garbage Disposal Districts. Bidders must clearly specify for which Garbage Disposal District they are submitting a bid. The County does not have an obligation to notify any bidders other than through the Public Works website's automatic notification system. Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: At the time of bid submission, bidders must meet all minimum requirements set forth in the IFB document including, but not limited to: 1. The bidder and any subcontractor performing Task 1, must have a minimum of 3 years of experience in the automated collection (via plastic carts and metal dumpsters) and the management of refuse, recyclable materials, and green waste from residences (single-family homes and duplexes), multifamily residences, businesses, commercial establishments, and industrial establishments. 2. The bidder, or subcontractor(s), if any, performing waste hauling must possess the required valid Waste Collector Permit naming the bidder as the permittee or a copy of the application for a Waste Collector Permit naming the bidder, or subcontractor(s), if any, as the permittee issued by the County of Los Angeles Department of Public Health at the time of bid submission. This information must be identified in the bid and must be included in Form PW-19, Bidder's Compliance with the Minimum Mandatory Requirements of the IFB. 3. The bidder must also submit a Bid Guaranty as outlined in Part I, Section 2.A.15., of the Bid Guaranty. This information must be identified in the bid and must be included in Form PW-19, Bidder's Compliance with the minimum mandatory requirements of the IFB. A separate bid guaranty must be submitted for each area that the bidder is submitting a bid for. 4. The bidder must be able to demonstrate its financial and physical capabilities to provide all of the services contemplated in the specifications outlined in Part II of the Sample Contract, as well as equipment required in the performance of the work through either one of the two options: Audited Financial Statements: When audited financial statements are submitted, the bidder's annual average gross business income for the most current three full fiscal years, shall be no less than one time the total proposed annual amount for Tasks 1 and 2 from Form PW-2, Schedule of Prices, and must be prepared and certified by an independent Certified Public Accountant or an accounting firm. Reviewed Financial Statements: When reviewed financial statements are submitted, the bidder's annual average gross business income for the most current three full fiscal years shall be no less than three times the total proposed annual amount for Tasks 1 and 2 from Form PW-2, Schedule of Prices, and must be prepared and certified by an independent Certified Public Accountant or an accounting firm. PLEASE NOTE THAT BIDDERS ARE RESPONSIBLE FOR INDEPENDENTLY INVESTIGATING SERVICE CONDITIONS IN THE SERVICE AREAS PRIOR TO BID SUBMISSION. A bidders' conference will be held on Thursday, February 20, 2020, at 9 a.m. at Public Works Headquarters, 900 South Fremont Avenue, Alhambra, California 91803, in Conference Room D. ATTENDANCE BY THE BIDDER OR AN AUTHORIZED REPRESENTATIVE AT THE CONFERENCE IS MANDATORY. Public Works will reject bids from those whose attendance at the conference cannot be verified. Attendees should be prepared to ask questions at that time about the specifications, proposal requirements, and contract terms. It is the bidders' sole responsibility to do their due diligence to visit and familiarize themselves with the work locations and their requirements before submitting their bid. After the conference, bidders must submit questions in writing and request information for this solicitation within three business days from the date of the conference.
