Description

The USDA Forest Service intends to issue a firm-fixed-price, sole-source award to replace the current DDC controller in the Athens North Building. The current controller is obsolete and must be replaced with a new model with all the necessary components.



The North Building is a 27,934 square-foot building, constructed in 1968. The building is a two-story concrete and brick structure. The building is primarily used as office space, with some supporting research laboratory and storage space



The DDC system included in this work is a Johnson Controls Facility Explorer system installed in 2011. Technology advancements and improvements by the manufacturer have resulted in the system becoming obsolete and no longer supported by the manufacturer.



The extent of competition for this acquisition is a sole source because Southern Research Station (SRS) HQ only uses one vendor (Johnson Controls Inc.) to supply, install, and program program-related equipment. The Athens North Building HVAC DDC system hardware and software is proprietary to Johnson Controls Inc. Only Johnson Controls Inc. can supply, install, and program the new controller and related equipment.



The anticipated award date is August 7, 2025. Interested parties may identify their interests and capabilities to respond to this requirement to the Contracting Specialist, Shannon Wrobel, by email at shannon.wrobel@usda.gov with a courtesy email to the Contracting Officer, Keith Friot, keith.d.friot@usda.gov no later than 5:00pm EST August 1, 2025. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.



Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any cost connected with providing capability information will be provided.
