Sealed bids for the ATH-COLUMBUS ROAD SUP, ODOT PID 119999, City Project # 365, will be received by the City of Athens, Ohio, at the City Building, 8 East Washington Street, until 10:00 AM on July 7, 2025. At that time and place, they will be publicly opened and read aloud. All bids will be considered valid until sixty (60) days after the opening date, although not accepted or rejected.
This Project includes a shared-use path allowing the pedestrians on the west side of Columbus Avenue to travel with ease. To fulfill this purpose, the Project will also include any necessary walks and curbs needed to accommodate this path. Proper slopes, widths, and detectable warnings to improve accessibility for individuals with disabilities.
The Engineer’s Estimate for the Base Bid is $ 1,341,665.00.

Each bid shall contain the full name and address of each person or company interested in the same. It shall be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier's check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within thirty (30) days after notice of acceptance. A performance bond of one hundred percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the Contract.
The Contractor must be ODOT pre-qualified. Only prequalified contractors will be eligible to submit bids for construction projects. Prequalification status must be in force at the time of bidding, the time of sale, the time of award, and through the life of the Construction Contract. For work types that ODOT does not prequalify, the City of Athens will select a qualified contractor. Subcontractors are not subject to the prequalification requirement.
The “Prime” Contractor must perform no less than thirty percent (30%) of the total original contract price. The Work shall commence upon written Notice of Award by the City of Athens.
The Contractor must comply with the Federal Prevailing Wage Rates on public improvements in Athens County as ascertained by the State of Ohio Department of Industrial Relations under the Davis-Bacon Act.
The Contractor must comply with the Federal requirement for utilizing Disadvantaged Business Enterprises (DBEs) for this project; the assigned minimum DBE goal is six percent (6%). The Contractor must comply with US Iron and Steel requirements per 23 CFR 635.410 and ORC 153.011 and 5525.21.
The City of Athens reserves the right to waive informalities as may be in its best interests.
