Notice to Consultants
ATD Staff Augmentation Services II
The Washington State Department of Transportation (WSDOT) solicits interest from consultants who
wish to be evaluated and considered to provide active transportation staff augmentation services. One
(1) agreement may be awarded. The agreement will be approximately 3 years in duration. The
agreement amount will be approximately $10,000,000.00 with the option for WSDOT to supplement it
for additional time and money. The agreement type will be Task Order Negotiated Hourly Rate.
I. Overview
WSDOT is initiating a two-step qualifications-based selection process for consultant services related to
ATD Staff Augmentation Services II.
Step 1 "Request for Qualification" (RFQ) invites interested consultants to submit a Statement of
Qualifications (SOQ). Based on those SOQs, up to three firms will be shortlisted.
Step 2 involves inviting those shortlisted firms to submit a detailed Request for Proposal (RFP),
followed by interviews. Final selection will be based on proposal and interview scores combined.
WSDOT reserves the right to amend terms of this solicitation to circulate various addenda, or to
withdraw the solicitation at any time, regardless of how much time and effort consultants have spent on
their responses.
II. Project Description
The Active Transportation Division (ATD) Staff Augmentation Agreement will provide the resources in
key disciplines as needed to assist WSDOT's Active Transportation Division staff with a variety of
tasks. The primary focus for this agreement is support for an expanding portfolio of policy, program,
and project deliverables, working with the state active transportation plan, safe system approach,
complete streets, and healthy environments for all. The legislature has greatly expanded ATD's
grantmaking programs and technical assistance for local agencies; added environmental justice analysis
and prioritizing under the Healthy Environment for All (HEAL) Act; and directed the Division to create
new grantmaking programs. These requirements exceed current staff capacity to deliver by required
statutory deadlines.
Deliverables may include a variety of templates, tools, analysis, and reports to support project
alternatives analysis, engineering services, and design support for WSDOT projects, local agencies,
tribes, and other partners; development of part or all of active transportation plan elements for selected
local or regional agencies, including community engagement process models and support for equitable
engagement; alignment of active transportation plans with other required plans such as ADA Transition
Plans, emergency disaster response plans, and other plans relevant for planning network connections and
safety; community-based research, engagement, and report preparation; implementation of new
grantmaking programs; grant program evaluation; research and preparation of reports and presentations

that include effective graphics and data presentation for both technical and public audiences; GIS and
data analysis activities; performance evaluation, implementation action plan, and an update for the state
active transportation plan; development of the regional connections action plan, support with other
planning needs, development of the preparation of legislative reports including environmental justice
and demographic analysis; and other activities on an as-needed basis. Scope of services will be defined
for individual task orders, as needed.
The Consultant will be requested to commit to a minimum of three (3) years on this agreement, with a
potential extension of the work by another two (2) years, to allow for completion of various projects.
MSVWBE Participation
This agreement will be subject to a 26% voluntary MSVWBE goal. The selected consultant will be
required to submit a MSVWBE Participation Plan for approval prior to commencement of work.

III. Step 1 - RFQ Process
A. Submittal Requirements
Interested firms must submit:
* Statement of Qualifications (SOQ)
* Responses to Criteria 1 through 3
B. Evaluation Criteria (RFQ)
Pursuant to state and Federal regulations, a qualifications-based selection process will be used to
select three consultants. The following information and criteria will be used to evaluate and rank
responses:
1. Qualifications/Expertise of Firms on Team.
2. Qualifications of Proposed Project Manager.
3. Key Team Members Qualifications (Prime Consultant and Sub-Consultants).
Also include Consultant Information Form for both Prime Consultant and all proposed
Sub-Consultants.

C. RFQ Deadline
Submittals must arrive at the following email address no later than 4:00 p.m. PST on
Wednesday, July 1, 2026.

proposal during an interview.
IV. Step 2 - RFP Process

Generally, firms will have two weeks after receiving notification of being selected to submit a
proposal.
C. Evaluation Criteria (RFP)
The RFP score will be based on the team's ability to demonstrate their combined experience,
capabilities, and approach to deliver the program. Final selection from shortlisted firms shall be made
based upon:
1. Technical Approach and Work Plan.
2. Staffing Plan and Availability.
3. Key Project Assumptions and Risk Mitigation.
4. Communication and Coordination Strategy.
5. Schedule and Milestones.
Note: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included
requirements and/or limitations for the information that is being requested.
D. Interviews
* Duration: 45-minute presentation, 15-minute Q&A
* Focus: Technical understanding, team dynamics, delivery strategy, and communication
effectiveness

V. Proprietary and Public Information
Proprietary Information
Clearly mark every page of any portion(s) of your submittal/proposal which contains proprietary
information. You may not mark the entire submittal/proposal as copyrighted, proprietary, or confidential.
Any solicitation/proposal containing language which copyrights the submittal, declares the entire
submittal/proposal to be confidential, or declares that the document is the exclusive property of the
consultant, will be disqualified and removed from consideration.
If your submittal/proposal is successful and WSDOT receives a request to view or copy your
submittal/proposal, WSDOT shall respond according to public disclosure procedures described in this
solicitation. However, if any information is marked as proprietary or confidential in your submittal/proposal,
WSDOT shall not make that portion available without giving you an opportunity to seek a court order
preventing disclosure.
Public Disclosure
Submittals/Proposals shall become the property of WSDOT. All submittals/proposals shall be deemed to be a
public record as defined in RCW 42.56.001 to 42.56.904, "Public Records." Any submittal/proposal
containing language which copyrights the submittal/proposal, declares the entire submittal/proposal to be
confidential, declares that the document is the exclusive property of the Consultant, or is in any way contrary
to state public disclosure laws or this solicitation will be declared nonresponsive and removed from
consideration. Any information in the submittal/proposal that the successful consultant desires to claim as
proprietary and exempt from disclosure under the provisions of RCW 42.56 must be clearly designated as
described in Section V - Proprietary and Public Information.
VI. Contact and Submission
Submittals
Consultants are invited to submit their Statement of Qualifications (SOQ) at their own cost. WSDOT
assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. The
submittal must be submitted as separate Adobe Reader compatible (pdf) files and formatted as follows:
* Submitted as an 8.5" x 11" sheet, single sided only, and with text (font) size no smaller than 12
points; and
* If charts and/or graphs are utilized text (font) size must be no smaller than 8 points.
Your SOQ must consist of:
* Your responses to scoring Criteria 1 through 3; and
* Consultant Information Forms
* RFQ Packet is limited to 30 pages, single sided only, not including the front and back cover or
your Consultant Information Forms.
The SOQ shall meet the following requirements or may be deemed non-responsive and may not be
eligible for consideration of this work:

* Title of the RFQ and your firm clearly identified on the cover of the submittal RFQ Packet
* Responsive to all evaluation criteria.
* Meeting page limitations and font size requirements; and
* Your Consultant Information Forms for both the Prime Consultant and all proposed Sub-
Consultants.
* Meeting submittal deadline submission date and time.
Your RFP Packet must consist of:
* Your letter of transmittal.
* Your response to evaluation criteria 1-5
* Your response to scoring criteria 6 and 7 (Performance Evaluations must be included in this
packet).
* RFP Packet has no page number limitations.
Faxed submittals will not be accepted. Submittals must arrive at the following email address no later than 4:00

Note: Submitters may want to consider setting your email to automatically receive a "Delivery/Read
Receipt" for confirmation purposes, as WSDOT will not respond with notification of receipt.
Multiple emails are acceptable due to file size limitations of 20mb per email.
The Consultant, regarding the work performed during the resulting agreement, shall not discriminate on
the grounds of race, color, sex, or national origin in the selection and retention of sub-consultants,
including procurement of materials and leases of equipment. The Consultant shall not participate either
directly or indirectly in the discrimination prohibited by 49 CFR Section 21.
The agreement for services is subject to provisions of Executive Order 11246 (Affirmative Action to
Ensure Equal Employment Opportunity) and to the provisions of the Department of Transportation
Regulations 49 CFR 26 (Disadvantaged Business Enterprise.)
Debriefing Procedures
CSO offers debriefing opportunities and allows for protests at two key stages of the solicitation process:
following the Request for Qualifications (RFQ) and the Request for Proposals (RFP).

notice.

General Requirements
* All submissions must be in writing, signed, and sent to WSDOTCSO@wsdot.wa.gov, with the
subject line clearly marked as "Complaint," "Debrief," or "Protest."
* All submissions are due by 4:00 pm Pacific Time on the date specified.
* A debrief is required before filing a protest.
* Late submissions may not be considered.
CSO's decision shall be final and conclusive. Selection of the successful Proposer, if any, will be
postponed until after CSO has issued its decision.
System for Award Management (SAM) Excluded Parties Records
A. Per federal regulations, CSO is required to ensure, to the best of its knowledge and belief, that none
of the principals, affiliates, third party Contractors and subcontractors are suspended, debarred,
ineligible or voluntarily excluded from participation in federally assisted transactions or
procurements. Federal regulations require CSO to review records of excluded parties in the federal
System for Award Management (SAM) before entering into any third-party Contracts exceeding
$25,000.00.
B. Prior to award of a federally funded Contract, CSO will search the SAM system to ensure that
excluded parties do not participate in covered transactions.

Public Records
Submittals received because of this RFQ, and the resulting score sheets may be posted to CSOs web
page.
To the extent consistent with chapter 42.56 RCW, the Public Disclosure Act, WSDOT shall maintain the
confidentiality of Consultant's information marked confidential or proprietary. If a request is made to
view Consultant's proprietary information, WSDOT will notify Consultant of the request and of the date
that the records will be released to the requester unless Consultant obtains a court order enjoining that
disclosure. If the Consultant fails to obtain the court order enjoining disclosure, WSDOT will release
the requested information on the date specified.
WSDOT's sole responsibility shall be limited to maintaining the above data in a secure area and to
notify Consultant of any request(s) for disclosure for so long as WSDOT retains Consultant's
information in WSDOT records per state law. Failure to so label such materials or failure to timely
respond after notice of request for public disclosure has been given shall be deemed a waiver by the
Consultant of any claim that such materials are exempt from disclosure.
