This is a single source posting notification; there are no solicitation documents for download. This is not a Request for Bid (RFB) or Request for Proposal (RFP).
The Minnesota Department of Transportation (MnDOT) intends to enter into an agreement with ASTM International to provide access to the ASTM DOT Compass Portal, a unique and comprehensive online platform hosted at https://compass.astm.org .
The ASTM DOT Compass Portal Package delivers simultaneous full-text access to over 12,000 active and historical American Society for Testing and Materials (ASTM) standards, the ASTM digital library, more than 400 American Association of State Highway and Transportation Officials (AASHTO) specifications, select digital AASHTO manuals, and eLearning videos. This platform is critical to MnDOT operations, as the included standards are frequently referenced in MnDOT specifications and are necessary for construction, design, and materials testing. The Portal enables unlimited legal downloads for MnDOT employees and facilitates internal information sharing among staff. The platform is specifically designed to meet the needs of state departments of transportation by bringing all essential materials together in one centralized, integrated system.
ASTM International is the sole provider of this all-inclusive online delivery system for digital ASTM and AASHTO content in a single site. In addition, ASTM maintains an exclusive partnership with AASHTO further solidifying its unique position in the market. Based on this information, MnDOT has determined that no other vendor is capable of providing the same level of access, functionality, and comprehensive content in one platform and therefore has been deemed a single source.
