ADVERTISEMENT FOR BIDS
Assumption Parish Police Jury (herein referred to as the “Owner”)
Sealed bids marked “Sealed Bids” will be received by Assumption Parish Police Jury until
10:30 a.m. on December 9, 2025, for unit prices for the following:
2025-2026
ROAD PRIORITY PROGRAM
The Assumption Parish Police Jury proposes to complete improvements to a number of
roads in each of the 9 Wards based on a priority list established by the Parish Police Jury,
the Engineer, and the Parish Administration. Improvements will include as required for
each road various construction items to be utilized for the reconstruction of the roads,
including surface and base preparation, grading and dress work, and all appurtenances
necessary to complete the paving requirements in accordance with the plan design.
Proposals shall be addressed to the Assumption Parish Police Jury and will be received by
the Assumption Parish Police Jury located at 105 Dr. Martin Luther King Drive,
Napoleonville, Louisiana 70390 no later than 10:30 a.m. on December 9, 2025. Proposals
shall be designated as “Sealed Bid – 2025-2026 Road Priority Program, Project No. S-14-
248”. Any bids received after the specified time and date will not be considered. The
sealed bids will be publicly opened and read aloud at 10:30 o’clock a.m. on December 9,
2025, within the Assumption Parish Police Jury Office located at 105 Dr. Martin Luther King
Drive, Napoleonville, Louisiana 70390.
The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications
and Forms of Bid Bond, Performance Bond, and other contract documents may be
examined at the Office of C. J. Savoie Consulting Engineers, LLC. located at 5650
Louisiana Highway 1, Plattenville, LA. 70393 (mailing address P.O. Drawer R,
Paincourtville, LA 70391). Copies may be obtained at this office upon payment of $150.00
which constitutes the cost of reproduction and handling and is non-refundable.
Pursuant to Louisiana Revised Statutes 38:2212E.(1). Bidders now have the option to
submit their bids and bid bonds electronically. Bids can be submitted electronically at
WWW.ASSUMPTIONLA.COM to the Assumption Parish Website. Each Prime Bidder shall
obtain an original set of electronic or paper bidding documents from the design
professional, C.J. Savoie Consulting Engineers, LLC. Uploading of bidding documents are
of the responsibility of the Prime Bidder.
All bidders must show proof that he or she is licensed in the State of Louisiana for
Highway, Street & Bridge Construction. Contractor’s license number must be on the
face of the sealed envelope containing the bid.
All bidders must show proof that he/she is within good standing with the Federal
Government and not be debarred or suspended through www.sam.gov.
The unit prices submitted on each proposal shall be binding and ending on December 31,
2026, with the option for up to a one-year extension.
The bid proposal will be included with the specifications. The bid proposal is for lime
stabilization, soil cement stabilization and asphalt paving of a typical street. The Contractor
shall submit a bid bond in the amount of 5% of his or her bid for a typical street. A
$500,000 performance bond shall be required and is to be held until December 31, 2026.
The bond must be submitted by a bonding company licensed to do business in Louisiana.
Certificates of Insurance will also be required.
A pre-bid conference at which the scope of the project, contract time, and other
requirements of the bidding and contract documents may be discussed, or any other
special requirements for the project which may be discussed with prospective bidders, will
be held within the Assumption Parish Police Jury Office located at 105 Dr. Martin Luther
King Drive, Napoleonville, Louisiana 70390 on November 18, 2025 at 10:00 o’clock a.m.,
local time.

2025, at 1:00 p.m., local time.
Assumption Parish Police Jury reserves the right to accept or reject any and all bids and to
waive any irregularities or informalities incidental thereto and to accept any bid which best
serves the interest of the Parish. Such action will be in accordance with Title 38 of the
Louisiana Revised Statutes.
No bidder may withdraw his/her bid within thirty (30) days after the actual date of opening
thereof.
The Contractor shall begin mobilization and procurement of necessary materials within ten
(10) working days of the receipt of the Notice to Proceed.

Participation by minority and female-owned businesses, as well as businesses located in
Assumption Parish, is encouraged.
