REQUEST FOR QUALIFICATIONS, RFQ 26-0000
The San Jacinto River Authority is requesting Statement of Qualifications (SOQs) for Asset Management Assistance.
SJRA owns and operates a wide range of infrastructure assets across its Woodlands, GRP, Lake Conroe, Highlands, and G&A Divisions. Assets include water and wastewater treatment plants, pump stations, dams, canal systems, siphons, transmission and collection systems, and other critical systems. These assets are essential for delivering reliable water services to a wide range of stakeholders. To ensure their reliability, performance, and financial efficiency, these assets must be managed effectively over the long term through routine maintenance, repair or replacement, strategic planning, and data-driven decision-making. SJRA has established varying degrees of Asset Management Plans (AMPs) and practices based on an Asset Management Framework (AMF) and utilizes digital tools such as the Enterprise Asset Management (EAM) system and the developing Digital Water System (DWS) to support these efforts. These information systems track asset inventory, condition, performance, maintenance activities, operational data, and work history.
The scale, complexity, and ongoing improvements in asset management prompt SJRA to seek consultant support for different asset-related planning and evaluation tasks. As SJRA continues to improve and standardize its asset management practices across its divisions, consultant assistance is needed to ensure the necessary tools and information are available to make decisions concerning asset-related matters, long-term capital planning, and infrastructure planning. Consultant responsibilities are further described in the Scope of Work of the RFQ.
