The purpose of this study is to conduct a comprehensive analysis of the Procurement Division’s (Procurement) processes, resources, operational efficiency, effectiveness, communications, and customer service. The ultimate goal is to identify opportunities for improvement, enhance overall performance and customer service, and align procurement activities with the organization’s strategic goals.
City Council appointed the current City Manager in August 2023. He has become more familiar with the organization, he has been systematically assessing the efficiency and effectiveness of departments and functions.
The City’s Procurement Division is a part of the Finance Department. The Procurement Manager oversees a team of five procurement staff. The Division’s current year budget totals approximately $620,000. The Procurement Division manages approximate $206M of spend annually. The City operates a highly decentralized procurement environment. In addition to the Procurement staff, there are approximately 85 decentralized buyers across the City organization serving the needs of their respective departments/divisions.
