The City of Ocean Springs will receive sealed or electronic bids for Asphalt Maintenance no later than 2:00 p.m., Local Time, on Thursday, April 3, 2025 , at the office of the City Clerk, 1018 Porter Avenue, Ocean Springs, MS 39564. All bids received will be publicly opened and read aloud.
Work consists of repairs, patches, milling, paving, and overlays for the City of Ocean Springs. Due to the nature of this contract, the exact scope of work is unknown at the time of bidding. Work may also include, adjustment of water valves, manholes, storm drain castings, areas of base repair, and placement of limestone. No minimum or maximum amount of work is guaranteed. Tasks will be ordered by individual work orders which will not include drawings and specifications but will include administrative details such as period of performance and start date unique to each task.
The contractor’s superintendent(s) and crew(s) shall be experienced and capable of performing maintenance tasks in a timely and workmanlike manner. The Contractor shall be available to start work within thirty (30) days of the City’s issuance of a purchase order for any task. Contractor shall be on standby and ready to respond during the entire length of the contract. Liquidated damages will not be charged for this work, but failure to respond to or complete work within the required time will be considered in authorizing additional work.
The Contract shall commence on the date CONTRACTOR’s bid is accepted by the CITY OF OCEAN SPRINGS’s governing authorities and shall end one year later, with the possibility of three (3) renewal terms of one (1) year each.
The successful bidder will be required to furnish a Payment and Performance Bond in the amount of Two Hundred Fifty Thousand Dollars (250,000.00). Should a work order exceed this amount the successful bidder may be required to furnish a bond equivalent to the work order.

Proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “BID FOR: Asphalt Maintenance” and addressed to Patty Gaston, City Clerk, City of Ocean Springs, 1018 Porter Avenue, Ocean Springs, MS 39564. In addition, the envelope shall list the bidders Company Name, Company Address and all applicable state and local license and registration numbers of the bidder.
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. Bidders must submit a Bid Bond no less than five percent (5%) of the Base Bid or a certified check for no less than five percent (5%) of the Base Bid.
The Owner reserves the right to waive any irregularities, the right to reject any or all bids and the option to postpone action and final decision for a period of up to ninety (90) days.
Per the Mississippi Law, MS Code 31-3-21(3); any bid submitted by a non-resident contractor which does not include the non-resident contractor's current state law pertaining to such state's treatment of non-resident contractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor's state, then the non-resident contractor may provide statement to that effect.
