Lee County is administering a Community Development Block Grant - Neighborhood
Revitalization (CDBG-NR) program funded by the NC Department of Commerce, Rural
Economic Development Division. As part of this program, the County will require the
services of a North Carolina Licensed Asbestos Inspector to perform asbestos inspection
services for the planned demolition of up to four (4) residential structures located within
Lee County. The County anticipates issuing a Notice to Proceed within approximately 30
days of award and contract execution.
The selected inspector will conduct a full asbestos inspection of each assigned structure
in accordance with all rules, policies, and procedures of the North Carolina Department
of Health and Human Services (NCDHHS), produce an asbestos inspection report in
conformance with 15A NCAC 19C .0601-.0607, and provide it to the designated Project
Manager for Lee County.
If your firm is interested in providing services to Lee County for this program, please
submit a letter of interest including your lump-sum inspection fee for each of the units
to be inspected and a fixed price per processed sample. Since the County will require a
quick turnaround for inspections, please also indicate your firm's average response time
for completing inspections and submitting reports following a Notice to Proceed. Proof
of current North Carolina asbestos inspector licensing and applicable insurance
coverage should be included.
Sealed bids will be accepted by the Lee County Finance Office until July 7, 2026, at
5:00 PM. Please note that two complete bid packages must be submitted. If
only one bid package is submitted, the bid will be rejected. Both bid packages may be
submitted in one envelope. Digital submissions are not allowed.
Bids should be labeled "Asbestos Inspection Services Proposal" and mailed or
