DISPOSAL SERVICES
HOUSING AUTHORITY FEDERAL DESIGNATED PROPERTIES
The Housing Authority of the City of New Britain is soliciting proposals from licensed
asbestos mitigation contractors under the laws of the State of Connecticut, to furnish all
labor, materials, equipment, and supervision necessary to complete all work as specified
or reasonably implied in the RFP, relating to asbestos removal and disposal.
Proposals must be received at the New Britain Housing Authority Administrative
Office no later than Friday, April 24, 2026, at 3:00 p.m. Eastern Standard Time.
Proposals must be delivered in a sealed envelope clearly marked “Request for

I. STATEMENT OF PURPOSE:
The Housing Authority of the City of New Britain (hereinafter the Authority) is soliciting
proposals from licensed Asbestos Removal contractors under the laws of the State of
Connecticut, to furnish all labor, materials, equipment, and supervision necessary to
complete all work as herein specified or reasonably implied relating to paving of parking
lots and applying asphalt emulsion sealer on property owned by the Housing Authority.
Prospective Bidders acknowledge by receiving the RFP documents and/or submitting a
bid to NBHA is not a right by which to be awarded a contract but merely is an offer by
the prospective bidder to perform the requirements of the RFP documents in the event
NBHA decides to consider awarding a contract to that Bidder.
Bidder’s Responsibilities – Contact with NBHA: It is the responsibility of the Bidder
to address all communication and correspondences pertaining to this RFP process to
NBHA contact person listed herein. Bidders must not make inquiry or communicate with
any other NBHA staff member or official (including members of the Board of
Commissioners) pertaining to this RFP. Failure to abide by this requirement may be
cause for NBHA to no consider a bid submittal received from any Bidder who has not
followed this directive during the solicitation process. The NBHA will not conduct any
ex parte conversations which may give one perspective Bidder an advantage over other
prospective Bidders.

INTRODUCTION
The Housing Authority of the City of New Britain (NBHA) is a public agency providing
safe, reasonable, and affordable housing to residents throughout the City of New Britain.
NBHA manages approximately 804 public housing units across multiple developments,
including elderly/disabled high-rise buildings and family housing developments. NBHA
is funded primarily through the U.S. Department of Housing and Urban Development
(HUD) and is governed by a five-member Board of Commissioners.
PROJECT BACKGROUND
NBHA is seeking qualified, licensed, and experienced contractors to provide asbestos-
containing material (ACM) identification, abatement, removal, and disposal services
across its portfolio, including but not limited to:
• Kennedy Apartments -
• Ribicoff Apartments – 67 Martin Luther King Drive, New Britain
• Graham Apartments – 107 Martin Luther King Drive, New Britain
• Knapp Village – Halsey Drive, Pike St area, New Britain
Additional NBHA properties may be included as needed.
CONTRACT TERM
• Initial Term: 2 Years
• Extensions: Up to three (3) one-year extensions at NBHA’s sole discretion
NBHA reserves the right to award to one or multiple contractors.
SCOPE OF WORK
The Housing Authority of the City of New Britain (NBHA) is seeking qualified
contractors to provide asbestos-containing material (ACM) identification, abatement,
removal, and disposal services for:
1. Initial Project Work:
A defined group of identified units and/or locations across the NBHA portfolio;
and
2. Ongoing On-Call Services:

As-needed asbestos abatement services to support maintenance operations, unit
turnovers, emergency conditions, and capital improvements.
The selected contractor(s) shall furnish all labor, supervision, materials, equipment, tools,
permits, testing, and incidentals necessary to safely and fully complete all asbestos-
related work in accordance with applicable federal, state, and local regulations.
Services shall be performed in occupied and vacant residential units, mechanical spaces,
basements, and common areas, and must be coordinated with NBHA staff to minimize
disruption to residents and operations.
The intent of this solicitation is to establish a flexible, responsive contract that allows
NBHA to address both planned and unforeseen asbestos-related work efficiently and in
compliance with all regulatory requirements.
1. GENERAL REQUIREMENTS
The contractor shall be responsible for performing all work in strict compliance with:
• U.S. Environmental Protection Agency (EPA) regulations, including NESHAP
(40 CFR Part 61)
• Occupational Safety and Health Administration (OSHA) asbestos standards (29
CFR 1926.1101)
• Connecticut Department of Energy and Environmental Protection (CT DEEP)
requirements
• Connecticut Department of Public Health (DPH) asbestos regulations
• U.S. Department of Housing and Urban Development (HUD) requirements,
where applicable
• All local codes and ordinances of the City of New Britain
The contractor shall ensure that all work is performed by properly licensed asbestos
abatement professionals in the State of Connecticut and that all required certifications
remain current throughout the duration of the contract.
2. INITIAL PROJECT WORK (IDENTIFIED UNITS)
NBHA has identified a group of units and/or building areas across its portfolio that

require asbestos abatement.
The contractor shall:
• Perform site verification and confirm scope conditions
• Execute abatement work in accordance with approved work plans
• Coordinate scheduling with NBHA staff
• Complete work within agreed-upon timelines
• Provide all required documentation, including clearance results and disposal
manifests
The initial project work will serve as the baseline scope and may be issued as:
• A lump sum based on unit pricing; or
• A task order using the pricing structure submitted
3. ON-CALL / AS-NEEDED SERVICES
Following completion of the initial work, the contractor shall provide ongoing asbestos
abatement services on an as-needed basis throughout the contract term.
These services may include:
• Unit turnover abatement
• Emergency response (e.g., damaged ACM, water intrusion events)
• Maintenance-related abatement
• Capital project support
• Common area abatement
Work will be authorized through:
• Purchase Orders
• Task Orders
• Emergency directives
NBHA does not guarantee a minimum quantity of work under this contract.
4. ASBESTOS IDENTIFICATION AND SURVEY SERVICES
When requested, the contractor shall perform asbestos inspections and surveys to identify
the presence, type, condition, and extent of asbestos-containing materials.
