Request for Qualifications

The Board of Clermont County Commissioners is establishing a pre-qualification list for as-needed consulting services to complete National Environmental Policy Act (NEPA) Environmental Reviews required by the U.S. Department of Housing and Urban Development (HUD). Environmental Reviews are necessary for Clermont County’s Community Block Development Grant (CDBG) and HOME Investment Partnerships (HOME) projects.

All Statements of Qualifications must be received in the office of the Board of Clermont County Commissioners, Attn: Sara Partin, 101 E. Main Street, Suite 329, Batavia, OH 45103, no later than 2:00 PM Local Time on THURSDAY, July 10, 2025, when all SOQs shall be opened and acknowledged. SOQs should be submitted in a sealed envelope marked RFQ- AS NEEDED ENVIRONMENTAL REVIEW CONSULTANT and should include one (1) original and two (2) copies, as well as one (1) searchable copy on a USB drive.

Office hours are from 8:00 A.M. to 4:30 P.M. Monday thru Friday. NOTE: ALL PROSPECTIVE RESPONDENTS ARE HEREBY CAUTIONED NOT TO CONTACT ANY MEMBER OF THE CLERMONT COUNTY STAFF OR OFFICIALS OTHER THAN THE SPECIFIED CONTACT PERSON.

The Board of Clermont County Commissioners reserves the right to waive any informalities, reject any or all RFQs and to hold such RFQs for a period of ninety (90) days before taking any action and to negotiate a contract with the respondent determined to be the most qualified.
